This role is part of Blue Origin corporate functions, providing centralized support across Blue Origin business unit teams, functions, and locations.

We're developing reusable rocket systems, advanced technologies, and creating the infrastructure needed to enable a spacefaring civilization. Today Blue Origin is actively working to lower the cost of access to space through innovative launch vehicles, lunar landing systems, and next-generation satellites.

Blue Origin is seeking a Director, Regulatory Affairs to lead our policy advocacy strategy & execution. This leader will enhance compliance efforts for our space missions while shaping policy across U.S. and international forums. You will work with a dedicated team, serve as an advisor on satellite and communications regulatory matters and present regularly to Blue Origin's executive team on satellite policy and spectrum access.

Responsibilities:

  • Lead and evolve Blue Origin's global spectrum & satellite policy positions
  • Represent Blue Origin's policy positions before national and international regulatory bodies including the FCC, NTIA, FAA, ITU, and other relevant agencies
  • Work with Blue Legal and Compliance team on filings under FCC rules and ITU Radio Regulations.
  • Collaborate with engineering & compliance teams to ensure regulatory policy alignment with system architecture, payload design, and system performance, while maintaining flexibility to adapt to evolving requirements
  • Monitor and influence evolving spectrum regulations through participation in forums like WRC, CEPT, and CITEL
  • Regularly brief executive leadership on global regulatory policy strategy, risks, and opportunities
  • Act as a thought leader and public-facing advocate for Blue Origin on spectrum access and policy

Qualifications:

  • 10+ years in satellite policy, regulatory affairs, or telecom law within the satellite or aerospace sector
  • Strong network of relationships across government agencies, space industry bodies, and regulatory institutions
  • Deep knowledge of FCC and ITU frameworks and procedures
  • Knowledge of orbital debris mitigation policy and space sustainability frameworks
  • Strong experience reporting to executive teams and boards, including preparation of regulatory or strategy briefings
  • Demonstrated success leading teams and working cross-functionally
  • Track record of representing organizations at high-level international policy forums (e.g., WRC, UN COPUOS)
  • Willingness to travel approximately 25% of the time

Preferred Skills & Experience:

  • Leadership experience with global satellite operators, launch providers, or legal/regulatory advisory firms
  • MBA, MSEE, JD, or equivalent advanced degree in a related field
  • Technical expertise in RF engineering, satellite systems, and/or inter-satellite links
  • Experience with spectrum requirements for commercial space launch, lunar operations
  • Background in national security space policy and ITAR/EAR compliance
  • Proven ability to navigate complex multi-stakeholder regulatory challenges
  • Experience leading through organizational growth and transformation

This position is based in Washington, DC and requires being onsite - remote work not considered

  • Required for certain Job Profiles: Ability to obtain and maintain Merchant Mariner Credential, which includes pre-employment and random drug testing as well as DOT physical
