Summary
This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for representing MDA/QS on field visits to various Services, Commands and Program Offices to assist in the planning, development, acquisition, and execution of the quality, mission assurance, and assurance programs and processes.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Engineering and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a General Engineer at the NH-0801-4 broadband level, some of your typical work assignments may include:
  • Directing, reviewing, coordinating, and implementing broad strategies, policies and procedures for programming, planning, developing, acquisition, and execution of the quality, mission assurance, and assurance integration programs for a specific program or project. Providing administrative and technical continuity required in the development of the program and preparation and publication of appropriate MDA regulations, instructions, guidance documents, and correspondence for execution of the program.
  • Providing overall planning, direction, control, and management of division activities. Establishing program criteria and standards, formulates quality, mission assurance, and assurance integration programs, and validates program requirements. Monitoring and directing major elements to division work tasks including (a) development of policies and guidance for the organization, operations and management of the division; (b) assignments and delegation of responsibility; (c) organization of sections for functional structure and technical effectiveness, and (d) direction of the technical and administrative operations of the division.
  • Planning, directing and controlling broad aspects of the development and maintenance of policies and criteria by which MDA acquires/supports its Quality, Mission Assurance, and Assurance Integration Program. Coordinates activities with the Services, the Service Higher headquarters, OSD, other federal officials, Congressional representatives, and community and private sector individuals. Ensuring lessons learned are shared within the Quality, Safety, and Mission Assurance community as well as other Program/Project/ Element Offices to prevent mistakes from being repeated. Ensures MDA's Quality, Mission Assurance, and Assurance Integration programs conform with and are fully integrated to support Missile Defense System (MDS) testing.
  • Serving as an expert on Quality/Mission Assurance and technical consultant to MDA program/project offices, Service higher headquarters, Military Service Major Commands, field offices and OSD on planning, development, acquisition, and execution matters. Assisting in development corporate plans, policies, and procedures on a selected basis. Available to appear before MDA panels, boards, steering groups, committees, senior MDA officials, and Congressional Committees to support, defend, and address issues pertaining to MDA's Quality, Mission Assurance, and Assurance Integration program.
  • Representing MDA/QS on field visits to various Services, Commands and Program Offices to assist in the planning, development, acquisition, and execution of the quality, mission assurance, and assurance programs and processes. Serving as technical consultant on policy issues affecting program quality, mission assurance, and assurance integration and ensures that functions and operations are performed uniformly, economically and in accordance with MDA policies and procedures. Representing MDA at various industry forums or other outside activities as required.

Qualifications
You may qualify at the NH-04 Broadband Level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 3 of the 6 specialized experience listed below to be qualified:
  • Working with entry/exit criteria associated with Program milestone reviews and Software engineering development life cycle (requirements, design, implementation, and test) to include Agile/iterative software development processes.
  • Evaluating software design, code, test and operational data for compliance with mission assurance and safety requirements for missile defense systems.
  • Working with software architecture, systems and software engineering practices to include proficiency in model-based software development tools, Modular Open System Approach (MOSA), Development, Security, and Operations (DevSecOps) principles, and artificial intelligence (AI) for software capability development.
  • Evaluating software development activities, software development lifecycle, methodologies, reliability, reusability, metrics and programming tools.
  • Leading quality and mission assurance teams, developing quality and mission assurance criteria, standards, and implementing quality and mission assurance requirements for contracts.
  • Evaluating software hazard identification, analysis, and risk mitigation efforts to identify safety-critical software functions and verify the implementation of appropriate safety-critical Level of Rigor (LOR) tasks.

Individual Occupational Requirements Basic Requirements:
A. Degree: Engineering.
To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience
college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
