JOB SUMMARY:

The Arizona Public Safety Personnel Retirement System located in Phoenix, Arizona is currently seeking qualified candidates for the position of Application Developer. Under the direction and supervision of the Applications Development Manager, the Application Developer will design, develop & unit-test enhancements & fixes for SaaS, AWS based, Pension Administration System, and integrated, custom, cloud-based software. The Application Developer need to be experienced in Java, Spring, Jasper, PostgreSQL, REST API, GitHub, Eclipse and Jira. Will primarily operate in an Amazon Workspace environment. This person will join a fast moving, collaborative, Agile SCRUM team. Will regularly engage with management and staff across IT & Business. Attract and retain the respect and confidence of your teammates, management and clients.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements), based upon the department's business needs and continual meeting of expected performance measures..

Job Duties:
  • Develop integrations and enhancements for a cloud-based, SaaS pension administration system controlling Billions of dollars in transactions.
  • Maintain existing systems.
  • Create SQL Scripts and Stored Procedures for reports, imports, integrations and data changes.
  • Report generation using Jasper Studio.
  • Define specs and develop Java batch processing.
  • Analyze, debug, troubleshoot, develop and remediate defects in a timely manner.
  • Be able to maintain code and pull requests through GitHub.
  • Fully engage and participate in Agile process, story grooming, code reviews, etc..
  • Learn from and assist others in all sprint and story phases.
  • Take advantage of training opportunities.
  • Aggressively dig into complex systems to upskill yourself to build technical capabilities, business understanding and development capacity and speed.
  • Research and upskill in pension system features, functions, software architecture and data schemas.
  • Directly engage with IT and business teams to understand requirements, enhancements and defects, and deliver effective speedy solutions.
Knowledge, Skills & Abilities (KSAs):

REQUIRED SKILLS:

  • Experience with Java, Spring, Jasper, PostgreSQL, REST API, GitHub, Eclipse, Jira and Agile SCRUM is required.

Knowledge of:

  • Experience in Java, Spring, Jasper, PostgreSQL, REST API, GitHub, Eclipse and Jira.
  • Primarily operates in an Amazon Workspace environment.
  • Agile SCRUM.
  • Must be able to leverage SQL for complex data extraction and analysis, and integrations.
  • Development experience with pension or insurance systems (specifically Vitech/Majesco) is highly valued.
  • Experience in designing and programming cloud-based reporting systems, applications and microservices a plus.

  • Strong customer service skills.
  • This person is a team player with excellent interpersonal, written and oral communication.
  • Working with stakeholders across the agency to understand business requirements, identify & escalate challenges, opportunities and gaps, and present solutions in SCRUM meetings.

Ability to:

  • Demonstrated ability in knowledge and skills requirements.
  • Balance, prioritize and organize multiple tasks.
  • Work collaboratively in teams and across organizations.
  • Synthesize feedback and adjust plans accordingly.
  • Build strong relationships inside and outside the organization.

  • Quickly learn and develop in new languages, API's and platforms.
  • Apply creative solutions to business problems to ensure business needs are most effectively met.
Selective Preference(s):
  • Bachelor's degree preferred.
  • Amazon Workspace experience a plus.
  • Experience in pension administration systems (especially Vitech, Majesco, V3locity), or insurance systems a plus.
  • Knowledge of financial calculations, statements and concepts a plus.
  • Experience with Amazon Web Services or Azure a plus.
  • 5 or more years of programming and analysis experience (or equivalent experience).
  • AWS Cloud, Python, RPA - UIPath, Artificial Intelligence and LLM integration.
