Director of Rates - Contract to Hire - Remote
About the Role
We are seeking a Director of Rates to lead the design and execution of innovative, equitable, and financially sound electric rates and tariffs. Reporting to the CFO, this role serves as a leading Bay Area clean energy public agency's primary subject matter expert on rate design, balancing customer affordability, regulatory compliance, and long-term financial sustainability.
You'll work cross-functionally with Finance, Power Procurement, Regulatory, and
external partners, and regularly present recommendations to a leading Bay Area clean
energy public agency's Board of Directors.
What You'll Do:
  • Lead development and implementation of retail rates and tariffs
  • Own cost-of-service studies, marginal cost analysis, and scenario modeling
  • Serve as SME on PCIA, DERs, storage, VPPs, and emerging technologies
  • Oversee rate modeling tools and Rate Engine governance
  • Assess financial, regulatory, and customer impacts of rate changes
  • Present rate strategies and proposals to executive leadership and Board
  • Partner with consultants and internal teams on filings and analyses

What We're Looking For:
  • 10+ years of relevant experience, with 7+ years in energy/utility, finance, or related sectors
  • Strong experience with CPUC, CEC, and/or FERC regulatory environments
  • Deep expertise in data-driven rate design and modeling
  • Excellent executive-level communication and presentation skills
  • Bachelor's degree required; Master's preferred
