Job Summary
The Senior Program Manager provides executive-level leadership, strategic planning, and operational oversight for complex federal programs. The Senior Program Manager is responsible for directing multiple projects, managing large multidisciplinary teams, overseeing contract performance, and ensuring successful execution of program objectives in accordance with federal regulations, contract requirements, and agency priorities

Duties/Responsibilities
  • Direct the overall performance and execution of complex federal programs, Blanket Purchase Agreement (BPA) Call Orders, and multiple concurrent projects.

  • Develop and implement strategic program plans aligned with agency priorities and contractual objectives.

  • Oversee project budgets, schedules, staffing plans, resource allocation, and financial performance.

  • Ensure successful delivery of contract requirements while maintaining compliance with quality standards, federal regulations, and organizational policies.

  • Lead multidisciplinary teams supporting natural resource management, business process improvement, organizational modernization, policy development, and technical assistance initiatives.

  • Monitor program risks and implement mitigation strategies to ensure successful project outcomes.

  • Provide executive oversight of program performance metrics, quality assurance activities, and continuous process improvement initiatives.

  • Coordinate work across multiple federal agencies, national offices, districts, research stations, and partner organizations.

  • Review and approve technical reports, project deliverables, executive briefings, presentations, and strategic communications.

  • Support development of policies, procedures, governance frameworks, and organizational best practices.

  • Facilitate executive meetings, stakeholder workshops, strategic planning sessions, and interagency coordination efforts.

  • Lead organizational change initiatives and business transformation projects.

  • Ensure contractor personnel maintain compliance with all security, privacy, Section 508 accessibility, records management, and federal information management requirements.

Education and Experience
  • Required: Bachelor's degree in business, management, information systems or other related fields and at least twelve (12) years of professional experience OR
  • Required: Master's degree in business, management, information systems or other related fields and at least eight (8) years of professional experience
  • Preferred: Experience supporting projects for the U.S. Forest Service, National Forest System (NFS), or other federal land management agencies
