We are seeking an experienced Senior Project Manager to lead large-scale IT projects using Waterfall, Agile, and Hybrid methodologies. This role is responsible for planning, organizing, and motivating diverse teams to deliver high-value solutions for Commonwealth stakeholders.

Key Responsibilities

  • Lead and coordinate vendors, consultants, and business/IT teams on IT projects and procurements.
  • Oversee development of proposals, SOWs, requirements, and RFP responses.
  • Drive project execution across the full lifecycle, including planning, budgeting, scheduling, risk management, and transition to operations.
  • Facilitate multi-disciplinary teams and maintain strong relationships with executives, sponsors, and technical leaders.
  • Ensure adherence to project management governance and promote a positive, collaborative project culture.
  • Monitor vendor performance and manage project reporting on scope, cost, schedule, and risks.

Required Skills & Experience

  • 10+ years managing large IT projects; 15+ years overall IT experience.
  • Strong background leading SaaS/cloud implementation projects.
  • Expertise in both Agile and Waterfall methodologies.
  • Excellent communication, analytical, organizational, and leadership skills.
  • Proficiency with Microsoft Project, Visio, and Office.
  • Ability to guide requirements development, process analysis, and solution planning.

Preferred Qualifications

  • Experience with VITA’s CTP and ECOS processes.
  • Knowledge of Commonwealth IT procurement (RFP, statewide contracts, CAI SOW).
  • PMO methodology experience.

Certifications

  • PMP (PMI) or VITA PM Certification required.
