Job description

Burrow Global is seeking a highly experienced and credentialed Senior Project Manager / Project Engineer to lead a water, wastewater, and utilities capital infrastructure project in the Detroit, MI area. The ideal candidate will bring two decades of expertise in engineering design and construction management, providing strategic leadership from initial concept through final commissioning. This role requires deep technical acumen, exceptional project management skills, and a proven track record of delivering complex municipal infrastructure.

Remote Candidates not currently living in the Detroit area that meet the position requirements will be considered. Per Diem is available to help with travel and housing.

Key Responsibilities

Project Leadership: Oversee the full lifecycle of large-scale water, wastewater, and utility capital projects, ensuring they are completed on time, within budget, and to technical specifications.

Engineering & Design: Lead and review engineering designs, feasibility studies, and technical specifications for pumping stations, treatment plants, distribution networks, and collection systems.

Construction Management: Manage construction phases, including contractor selection, change orders, site inspections, and quality assurance/quality control (QA/QC).

Stakeholder & Municipal Collaboration: Act as the primary liaison with municipal clients, regulatory agencies, and community stakeholders.

Financial & Risk Management: Develop and manage project budgets, schedules, resource allocations, and risk mitigation strategies.

Required Qualifications & Experience

Experience: Bachelorโ€™s degree in mechanical, civil or architectural Engineering with a minimum of 20 years of progressive experience in engineering design and construction management for complex infrastructure projects.

Specialization: Proven track record specifically managing water, wastewater, and public utilities capital projects.

Active Professional Engineer (PE) license in the State of Michigan (or immediate reciprocity).

Certification: Project Management Professional (PMP) certification required.

Preferred Qualifications

Extensive experience working on municipal infrastructure projects within the City of Detroit or the surrounding Metro Detroit area.

Established relationships with local regulatory bodies, such as GLWA (Great Lakes Water Authority) or EGLE (Michigan Department of Environment, Great Lakes, and Energy).

Skills & Competencies

Mastery of project management software (e.g., Primavera P6, MS Project) and familiarity with design tools (AutoCAD/Civil 3D).

Deep knowledge of federal, state, and local environmental regulations and compliance standards.

Excellent communication, negotiation, and public presentation skills.
