Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, New York Field Office, Trade and Cargo Security Division, located in New York, New York.

In this Program Manager position you will become a key member of a team of professionals managing a variety of diverse programs and/or services of the organization. This position starts at a salary of $125,431.00 (GS-13, Step 1) to $163,062.00 (GS-13, Step 10). The programs most related to this position focus on CBP's trade mission, in particular: The admissibility of cargo into the commerce of the United States; the classification and valuation of merchandise; post release processing; the operations of CBP's Centers for Excellence and Expertise; the management and oversight of trade entities regulated by CBP such as Customs Brokers, importers, and carriers; and the overall priority to protect and strengthen the U.S. economy through vigorous enforcement of U.S. Trade Laws. Typical duties include:
  • Overseeing a program segment that performs professional, technical, and/or administrative work
  • Facilitating the organization's accomplishment of its primary mission or programs administered nationwide
  • Overseeing the overall planning, direction, and timely execution of a program or several program segments, each of which is managed through separate subordinate organizational units
  • Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels
  • Providing timely, authoritative, and sound advice to supervisor and operating officials relative to programs managed

Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Proactively identifying high-priority projects, developing comprehensive program plans, ensuring alignment with organizational priorities and completion of responsibilities on time and to standard
  • Preparing detailed evaluation reports and delivering briefings for senior leadership on the application of programming, financial management, budget planning, project control, purchasing of supplies and equipment, and logistics
  • Conducting in-depth evaluations of program effectiveness, analyzing performance data, identifying trends, and recommending improvements to leadership
  • Reviewing multi-year work plans for completeness and providing constructive feedback in a professional and developmental manner

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
