About the Role:

Navaide is seeking a qualified Mid-Level Financial Analyst to support DC P&R/B&E Division under a Financial Management Support Services contract. This is an on-site position based in the Pentagon area (Washington, DC / National Capital Region), and the candidate will occupy Government-provided workspaces at the Pentagon or at Navaide facilities outside the Pentagon. This role fulfills the PWS's Mid Level Financial Analysis key function, assisting the USMC in the preparation of cost estimates, analysis of financial requirements, and preparation of status reports necessary for governmental decisions, with a focus on field-level execution monitoring, current-year operational support, and DAI end-user training across the Marine Corps user community.

Key Responsibilities & Duties

Core Functions

Support field-level execution monitoring and corrections reviewing daily, weekly, and monthly checkpoints for stale commitments, invalid accounting classifications, and unmatched transactions.

Log, triage, and track corrections through a Jira-based issue queue, documenting resolution status and evidence of corrective action.

Support current-year operational execution, including prior-year and current-year unliquidated obligation (ULO) monitoring and reconciliation.

Support development and delivery of DAI end-user training materials, including User Productivity Kits (UPKs), quick reference guides, and role-based training sessions.

Financial Management Support

Assist with recurring reconciliation controls, variance classification (timing, mapping, transformation, transaction-level), and maintenance of supporting workpapers.

Support civilian personnel data analysis and reconciliation activities as needed.

Prepare and maintain training needs assessments using Jira ticket trend analysis to distinguish training gaps from system defects.

Support DAI advanced troubleshooting and POET (Project, Organization, Expenditure Type, Task) data maintenance activities.

Collaboration & Communication

Coordinate with the Functional Project Manager, Data Analyst, and Accounting Analyst on execution monitoring, reconciliation, and training priorities.

Communicate training content and system guidance clearly to a geographically distributed Marine Corps user base with varying DAI proficiency.

Support weekly execution reviews and contribute to monthly reporting on training status, correction trends, and outstanding issues.

Required Qualifications

6+ years supporting Federal Financial Management, including advanced expertise with Marine Corps financial systems coding, structure, and data standardization; Treasury United States General Ledger (USSGL) posting logic; and a thorough understanding of the technical closeout process and its impacts on USSGL accounts.

In-depth knowledge of Department of the Navy and United States Marine Corps financial systems, to include Program Budget Information System (PBIS), Work Year Personnel Cost (WYPC) or its system successor, CLR, Defense Agencies Initiative (DAI), and ADVANA.

Advanced knowledge of basic computer hardware and Microsoft Office software (Excel, Power BI, Power Query, and advanced data analytics).

Experience using an issue-tracking tool (e.g., Jira) to log, prioritize, and track resolution of financial data issues.

Proven ability to communicate system processes and procedures clearly to users with varying levels of proficiency.

Local candidates required must reside in the Pentagon / National Capital Region (NCR) area and report on-site at the Pentagon.

Ability to work independently, effectively manage time and priorities, and demonstrate strong organizational skills in completing assigned tasks.

Strong written and verbal communication skills in English, with the ability to communicate technical subject matter effectively and maintain professional telephone, email, and customer interactions.

Demonstrated leadership and customer service skills, including the ability to direct Contractor personnel and interface professionally with Government representatives and customers, with training and experience appropriate to assigned responsibilities.

Preferred Qualifications

Experience developing or delivering DAI training materials (UPKs, quick reference guides, eLearning).

Experience with civilian personnel/labor data systems (WYPC, TFSMS, HRLink).

Prior Marine Corps service in a financial management or logistics MOS or billet, or equivalent DoD civilian/contractor background.

Experience supporting Mid-Year Review or year-end closeout activities on a DoD financial management contract.

Education

Undergraduate degree preferred in relevant major/concentration (or equivalent additional years of experience)
