As a trusted partner and leader in providing energy and sustainability consulting services to the federal government, Concurrent Technologies Corporation (CTC) understands the increasing complexity of achieving energy security and data management in a changing world. As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical infrastructure resilience and security, and data management issues and support the military mission, while reducing environmental impacts. We take our role seriously, as our efforts ensure our installations and assets are prepared in any operating environment, present and future.
Key Responsibilities:
  • Architect and lead end-to-end development of Power Apps (Canvas and Model-Driven), Power Automate workflows, and Power BI semantic models and reports in GCC High/IL5 environments
  • Design Dataverse data models, security roles, and business logic layers that align with federal data governance and RBAC requirements
  • Build and maintain complex Power Automate cloud flows and desktop flows (RPA), including multi-stage approval processes, API integrations, and error-handling frameworks
  • Develop and optimize Power BI semantic models using star schema design, DAX measures, and Row-Level Security (RLS) to deliver accurate reporting to federal stakeholders
  • Own integration design between Power Platform and external systems via custom connectors, REST APIs, and Azure services (Logic Apps, Functions, Key Vault, Service Bus)
  • Enforce FedRAMP High, ITAR, DFARS, and CMMC compliance standards throughout the development lifecycle - not as a checklist, but as an embedded practice
  • Apply NIST 800-53 security controls to solution design, including data classification, audit logging, and least-privilege access patterns
  • Configure and maintain DLP (Data Loss Prevention) policies, managed environments, and tenant-level governance controls in GCC High
  • Lead security reviews of Power Platform solutions prior to authorization and deployment into production federal environments
  • Serve as Delivery Lead for a cross-functional development team
  • Define and enforce development standards, Definition of Done criteria, documentation practices, and code review processes in a regulated environment
  • Lead and contribute to the Power Platform Center of Excellence (CoE) - establishing patterns, reusable components, and governance frameworks for the organization
  • Mentor and guide junior and mid-level developers; conduct code reviews and provide structured technical feedback
  • Manage ALM pipelines using Azure DevOps or GitHub Actions - automating solution promotion across dev, test, and production environments
  • Engage directly with federal agency stakeholders and business owners to gather requirements, manage expectations, and present technical solutions clearly
  • Produce and maintain solution architecture documentation, data flow diagrams, and ATO (Authorization to Operate) supporting materials
  • Evaluate new Power Platform features and Microsoft roadmap items for applicability to federal mission needs

Basic Qualifications:
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related field (or equivalent experience).
  • 7+ years of hands-on Power Platform development in IL5, GovCloud, or similarly regulated environments.
  • 3+ years of experience developing in a U.S. federal, DoD, or GCC High / IL5 environment with demonstrated knowledge of FedRAMP High compliance requirements.
  • Proven ownership of full-lifecycle Power Platform projects - from requirements gathering through architecture, development, testing, and production deployment
  • Hands-on experience with Dataverse data modeling, RBAC security roles, business rules, and relationship design
  • Demonstrated experience building and managing Power BI semantic models using star schema, DAX, DirectQuery/Import mode, and Row-Level Security
  • Experience with Power Platform ALM using Solutions, managed/unmanaged packages, environment variables, and CI/CD pipelines (Azure DevOps or GitHub Actions)
  • Experience as a Scrum Master or Agile Delivery Lead with verifiable delivery history
  • Ability to obtain and maintain a Secret security clearance, which requires U.S. Citizenship.

Preferred Qualifications:
  • Active Secret clearance or higher at time of application.
  • Prior experience with DoD, DHS, DOE, or other federal agencies supporting energy, infrastructure, or national security missions
  • Experience with CMMC Level 2/3, NIST 800-171, or ITAR-controlled environments
  • Custom connector development and REST/OData API integration experience
  • Experience with Azure services in a federal context: Logic Apps, Azure Functions, Key Vault, Service Bus, and Azure AD / Entra ID
  • Experience supporting HR, ITSM (ServiceNow), CRM (Dynamics 365), or other enterprise workflow platforms in a regulated environment
  • Demonstrated CoE leadership - building governance frameworks, reusable component libraries, or internal training programs
  • Experience with Power Pages (formerly Power Apps Portals) for external-facing federal web solutions
