This position plays a key role in the early stages of transmission, substation, and distribution infrastructure projects by coordinating project documentation, cost estimates, schedules, funding packages, and cross-functional communication.

The ideal candidate is highly organized, detail-oriented, and comfortable working with engineering teams, project managers, and stakeholders throughout the project lifecycle.

Key Responsibilities

  • Develop, maintain, and coordinate project authorization and funding documentation throughout the lifecycle of transmission, substation, and distribution capital projects.
  • Prepare and assemble business cases, project approval packages, scope documentation, cost justifications, and supporting engineering information required for project funding and governance reviews.
  • Coordinate project development activities from project initiation through engineering and execution support.
  • Assist with conceptual planning, project definition, alternative evaluations, and solution development.
  • Support project managers and engineering teams with project schedules, budgets, resource planning, and cost forecasting.
  • Review and update project estimates throughout each phase of development to ensure alignment with project scope and execution strategy.
  • Coordinate engineering deliverables between internal teams and external stakeholders.
  • Organize and facilitate project meetings, prepare meeting agendas, document meeting minutes, and track action items.
  • Provide regular project status updates to engineering leadership and management through reports, dashboards, and project review meetings.
  • Support project portfolio reporting and capital planning activities.
  • Assist with engineering change management and project documentation control.
  • Collaborate with planning, engineering, asset management, construction, environmental, permitting, and operations teams to ensure project objectives are achieved.

Project Development Responsibilities

  • Support the initiation of capital improvement projects by coordinating early engineering activities and documenting project requirements.
  • Assist in evaluating multiple engineering solutions based on technical, operational, financial, and constructability considerations.
  • Coordinate conceptual engineering efforts and planning-level cost estimates.
  • Support preliminary engineering activities leading to execution-ready project scopes.
  • Help transition approved projects into detailed engineering and execution while maintaining documentation accuracy and schedule alignment.

Qualifications

  • 15+ years of PM experience
  • Bachelor’s degree in Engineering, Construction Management, Project Management, or a related technical discipline preferred.
  • 3+ years of experience supporting electric utility, transmission, substation, distribution, infrastructure, or capital project development.
  • Experience with project planning, scheduling, budgeting, and project controls.
  • Understanding of engineering project lifecycles from planning through construction.
  • Strong technical writing and documentation skills.
  • Experience preparing executive-level project summaries and approval documentation.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Project.
  • Experience with project management platforms such as Primavera P6, Microsoft Project, SAP, Oracle, or similar systems is a plus.
  • Excellent organizational, communication, and interpersonal skills.
  • Ability to manage multiple projects simultaneously in a fast-paced environment.

Preferred Experience

  • Electric utility or power delivery experience a must.
  • Transmission, substation, or distribution engineering project support.
  • Capital planning and infrastructure investment programs.
  • Cost estimating and schedule development.
  • Engineering coordination across multidisciplinary teams.
  • Familiarity with utility engineering standards and project governance processes.
