Job Title: Program Manager – FDA Laboratory Documents & Records Management Support
Location: Remote / Off-Site, with occasional travel to FDA laboratories
Type: Full-Time
Salary Range: $95,000 – $125,000 per year, commensurate with experience


About the Opportunity

Join a mission-driven team supporting the U.S. Food and Drug Administration's Office of Regulatory Testing and Surveillance. In this key leadership role, you will provide strategic oversight and contract management for administrative and records support services across eight FDA laboratories nationwide.

You will ensure consistent, high-quality performance that directly enables faster regulatory decision-making and supports the FDA's mission to protect public health.


Key Responsibilities
  • Provide overall program management, quality assurance, and performance oversight for multi-site on-site support services.
  • Serve as the primary liaison with the government Contracting Officer's Representative (COR) and Contracting Officer.
  • Lead contract transition, staffing management, training oversight, and continuous process improvement.
  • Monitor compliance with FDA records retention schedules, witnessed destruction procedures, IT security requirements, and quality standards.
  • Prepare and deliver required reports, participate in performance reviews, and drive corrective actions as needed.
  • Ensure all sites maintain high standards for document scanning/OCR accuracy, electronic uploads to LIMS, archiving, and administrative support.
  • Manage risk, escalate issues appropriately, and maintain strong customer relationships across geographically dispersed locations.

Qualifications
  • Bachelor's degree in Business Administration, Public Administration, Records/Information Management, or a related field; Master's degree preferred.
  • Minimum of 7–10 years of progressive experience in program/project management.
  • At least 3–5 years of experience managing multi-site administrative, records management, or document support contracts.
  • Proven experience overseeing federal contracts, preferably in FDA, HHS, or laboratory environments.
  • Strong knowledge of records management principles, federal retention schedules, and quality control processes.
  • Excellent communication, leadership, and stakeholder management skills.
  • Experience with Microsoft Office Suite, SharePoint, and project management tools.
  • Ability to obtain and maintain HSPD-12 / PIV suitability determination.
  • U.S. citizenship or authorization to work in the United States.

Preferred Qualifications
  • Prior experience supporting FDA or other regulatory laboratory operations.
  • Project Management Professional (PMP) certification or similar credential.
  • Familiarity with LIMS or electronic document management systems.
  • Experience implementing process improvements or automation in document workflows.
