Job description

Entarian is seeking a Vice President of Proposals to provide support through all phases of the Government RFP and Proposal process. The ideal candidate is responsible for the proposal lifecycle process for federal government Requests for Proposals (RFPs) and Request for Quotes (RFQs). The candidate will manage all aspects of proposal development, including directing and coordinating the activities of Proposal Volume Leads, writers, and consultants to produce high-quality, winning proposals.

The VP of Proposal's also oversees the BD Operations team which is responsible for maintaining adherence to Entarian's BD processes and tools, conducting competitive intelligence, and working alongside BD teams. The VP works closely with the Chief Growth Officer, Proposal Director, Capture Manager and/or Business Development Executive to develop and articulate technical and management solutions for proposals, whitepapers, oral presentations, and other business materials. The ideal candidate works with Business Unit personnel and teammates to create compelling, compliant proposal documents.

Main responsibilities include:

  • Oversees and manages Proposal Managers, Proposal Coordinators, Proposal Writers/Solution SMEs, Graphics, Editors/Desktop Publishers, and Business Intelligence/Competitor Intelligence (BI/CI).
  • Lead and manage all aspects of proposal development from draft RFP through submission.
  • Collaborate with Business Development/Capture teams to gain understanding of win strategies and ensure proposal responses include business perspective, key messages, value proposition, and differentiators against competition.
  • Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications and determine final document structure.
  • Prepare detailed proposal plans, schedule outline, and compliance matrix for assigned pursuits.
  • Communicate with and coach capture teams, writers, and subject matter experts on persuasive writing and proposal best practices
  • Coordinate and conduct proposal meetings/events (e.g., Kickoff Meetings, Daily Standups, Color Team reviews, etc.), including and preparing advance meeting materials and facilitating discussions.
  • Serves as POC for receipt of all Proposal and BD-related purchase requests, invoices, BD consultant agreements, and related documentation; approves documentation as delegated from the Executive Team. Upon approval, sends
    for processing through Contracts, Purchasing, Finance, etc., as appropriate, and tracks through to action completion.
  • Lead effective content planning and development of strategic strengths and discriminators.
  • Work with the Proposal Director to identify and secure the resources necessary to develop the proposal.
  • Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submissions.
  • Develop targeted questions and interview technical and program management staff to extract critical information necessary to develop technical and managerial solutions.
  • Manage the production and delivery of the final proposal (adhere to all formatting directives, production, and publication guidelines).
  • Support other proposal operation activities as needed (content databases, library management, etc.)

This position is based in the Washington, DC metro area. Open to remote work arrangement for the ideal candidate.

Salary range: $200,000 -230,000/year. 


  • Bachelor’s degree and 20+ years relevant professional experience as Proposal Director/Manager
  • Successful track record of managing winning proposal efforts valued at $300M or more
  • Familiarity with the APMP (Association of Proposal Management Professionals) and Shipley methods for business development, capture management, and proposal development processes.
  • Proficient in MS Office business applications, including SharePoint
  • Strong organizational management skills and attention to detail
  • Must be able to do general editing and formatting of written material, writing new material or working with reused material, proofreading, and performing quality check of proposals under tight deadline constraints
  • Proven proposal leadership skills, with the ability to build a strong team, effectively resolve conflict, and vector appropriate resources to maximize proposal development
  • Must be able to provide proof of U.S. citizenship; Must be able to obtain a government clearance if needed.
  • Must be able to work a flexible schedule which may include evenings and weekends when required.

  • APMP Certification
  • FEDSIM proposal experience.
  • Strong interpersonal skills in leading teams and creating a friendly, productive working environment
  • Experience with video, live orals, and/or demonstration proposals.
  • Active security clearance
