DescriptionThe Office of Budget and Finance (OBF) is seeking a Senior Business Analyst to lead functional ownership of PeopleSoft HCM 9.2 Benefits, including benefits administration, base benefits, and employee self-service enrollment. This position plays a critical role in annual open enrollment, life-event processing, vendor/carrier integrations, compliance alignment, and continuous improvement of the county's benefits ecosystem. The Senior Business Analyst will partner with the benefits, payroll, Enterprise Resource Planning (ERP), IT team, and vendors to deliver accurate, compliant, and customer-focused benefits services.

Location and hours:This position is hybrid and will be performed both on-site at 625 4th Ave South, Minneapolis, MN 55415, and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. - 4:30 p.m., with occasional weekends and after hours for technical upgrades/releases. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position, you will:- Serve as a functional subject-matter expert for PeopleSoft Benefits.
- Facilitate requirements workshops with benefits, payroll, Enterprise Resource Planning (ERP), IT team, and vendors.
- Convert business needs into functional specs, user stories, and test cases.
- Lead unit, system, integration, regression, and User acceptance testing cycles.
- Monitor and reconcile carrier files and ensure high data quality across systems.
- Resolve complex eligibility/enrollment issues and create knowledge articles.
- Maintain compliance with county data privacy and system access requirements.
- Provide training and support to stakeholders; contribute to change-management communications.
Need to have:- One of the following:
- Five years or more of technology experience.
- Completion of an approved IT Hennepin County internship and two years or more of information technology experience.
- Completion of five or more college/vocational courses and two years or more of information technology experience.
- Two-year college/vocational technical degree in a technology field or an approved IT certificate and two years or more of information technology experience.
- Bachelor's degree in a technology field and two years or more of information technology experience.
- Master's degree or higher in information technology.

- Ability to:
- Effectively partner with HR, Payroll, ERP, IT, vendors, and business leadership.

- Manage peak-period workloads especially during open enrollment.
- Prioritize and plan work effectively.
- Solve complex problems that may be business process driven or technology driven.
- Communicate functional business requirements to technical developers.
