Position Summary
The 508 Test Engineer ensures all system web and software applications comply with Section 508 of the Rehabilitation Act, WCAG 2.1 AA standards, and Client accessibility policies. This role conducts systematic accessibility assessments across all system modules and user interfaces, provides detailed remediation guidance to development teams, and produces VPAT documentation required by the solicitation. The 508 Test Engineer serves as the accessibility subject matter expert for the program, supporting an inclusive digital experience for all users including individuals with disabilities who access health insurance marketplace functions.
Key Responsibilities:
- Plan and execute comprehensive Section 508 / WCAG 2.1 AA conformance testing for all system modules, web applications, and electronic documents.
- Develop and maintain Section 508 Test Plans, Test Cases, and Accessibility Conformance Reports (ACRs) / VPATs in support of Client solicitation requirements.
- Conduct automated and manual accessibility testing using tools including WAVE, Axe, NVDA, JAWS, VoiceOver, Dragon NaturallySpeaking, and keyboard-only navigation.
- Evaluate accessibility of new features, enhancements, and releases prior to code promotion through the CI/CD pipeline.
- Provide specific, actionable remediation guidance to Java and front-end developers for identified accessibility defects.
- Review UI/UX designs and requirements early in the SDLC to identify accessibility issues before implementation.
- Maintain the 508 defect log and track remediation through closure in JIRA or Client-approved tools.
- Coordinate with the Senior QA Analyst to integrate accessibility testing into standard regression and release test cycles.
- Produce Section 508 compliance reports for government stakeholders and OESS audit activities.
- Stay current with evolving Section 508 standards, WCAG updates, and Client accessibility policies.
- Conduct internal training and awareness sessions for developers, BAs, and PMs on accessibility best practices.
Required Qualifications:
- Bachelor's degree in Computer Science, Information Systems, Human-Computer Interaction, or related field.
- 3–7 years of hands-on Section 508 / WCAG 2.1 testing experience.
- Proficiency with accessibility testing tools: WAVE, Axe/Axe-core, NVDA, JAWS, VoiceOver, Keyboard-only testing.
- Experience producing VPATs and Accessibility Conformance Reports (ACRs).
- Working knowledge of HTML, CSS, JavaScript, and ARIA to interpret and communicate remediation guidance.
- Experience integrating accessibility testing into Agile development cycles.
- Strong written communication skills for documenting findings and reports.
- Ability to obtain and maintain a HHS Public Trust clearance.
Preferred Qualifications:
- DHS Trusted Tester certification (v5 or current version).
- Experience with CLIENT Section 508 Program requirements and HHS accessibility standards.
- Familiarity with testing Java-based web applications and enterprise government portals.
- Experience with automated accessibility integration in CI/CD pipelines (axe-core, pa11y).
- Knowledge of PDF/document accessibility remediation (Adobe Acrobat).
- Experience with mobile accessibility testing (iOS VoiceOver, Android TalkBack).
- CPACC or WAS certification from IAAP (International Association of Accessibility
