Job description

Toeroek Associates is seeking an Environmental Records Specialist to provide records and data management support to U.S. Environmental Protection Agency (EPA) Region 9. Responsibilities include collecting, processing, and retrieving Resource Conservation and Recovery Act (RCRA) records in EPA data management systems and providing coordination support to EPA in their efforts to respond to FOIA requests. This position is available for remote work and a home office, is based in the Bay Area, and occasionally requires visits to the EPA Region 9 office in San Francisco, CA, to process records.

Duties and Responsibilities

  • Collect and organize electronic and paper records per Standard Operating Procedures (SOPs) and in compliance with EPA document management requirements.
  • Process and enter documents into various EPA databases; requires gathering electronic documents from various data sources, importing electronic documents into the databases, digitizing paper documents, and bibliographic coding.
  • Search EPA databases to identify relevant documents in response to stakeholders' requests.
  • Track the status of documents received for processing.
  • Compare data entered into EPA systems with source documents, verify accuracy of entered data entered and correct if required.
  • Keep record of work completed and transfer information to daily, weekly and monthly tally sheets.
  • Retrieve RCRA documents for EPA staff and contractors as requested.
  • Edit and provide technical comments to applicable guidance documents, including SOPs.
  • Attend meetings, trainings, and teleconferences as necessary.
  • Support EPA at meetings and provide peer staff training on the position procedures as requested.
  • Arrange for the transfer of documents to and from other Records Centers as necessary.
  • Coordinate with staff members to ensure documents are processed into the appropriate applications.
  • Provide feedback and suggestions on strategies for improving data management processes.
  • Organize, manage, track and reports EPA program records collections on a daily, weekly, and monthly basis.
  • Provide support coordinating the assignment and accurate responses to FOIA requests
  • Predominantly remote work with occasional trips to EPA Region 9 office required at 75 Hawthorne Street, San Francisco.

Required Education/Experience

  • Bachelor's degree plus 5 years' practical and relevant experience in data and records management.
  • Demonstrated proficiency in word processing, database entry, and spreadsheet development using various applications including Windows, Microsoft Word, Outlook, Excel, PowerPoint, and Adobe Acrobat.
  • Demonstrated experience accurately indexing and managing technical documents.

Preferred Experience

  • Previous EPA records and data management experience.
  • Knowledge of RCRA regulations and NARA regulations addressing local, state and/or federal records management programs.
  • Experience working with Superfund Enterprise Management System (SEMS).
  • Experience coordinating and processing responses to FOIA requests.

Essential Duties /Activities

  • Successful completion of Personnel Security Systems (PSS) background check by EPA.
  • Sitting for extended periods of time.
  • Using personal computer, scanner, photocopier, telephone, and teleconference equipment.
  • Lifting, handling and transporting boxes weighing up to 25 lbs.
  • Viewing computer monitors, forms and documents.
  • Communicating with the client both verbally and in writing.

This position's target pay hiring range is $28.84 - $36.06, non-exempt, DOQ. This is a good faith and reasonable estimate of the base compensation at the time of posting.
