Job description

VetsEZ is seeking a detail-oriented Proposal Manager to support and manage federal proposal efforts. This role is ideal for a proposal professional with hands-on experience in federal proposal development and coordination. The position will focus on organizing, managing, and supporting the end-to-end proposal process to ensure structure, compliance, and quality. The selected candidate will work closely with Capture Managers, technical leads, and executive leadership to deliver timely, compliant, and compelling proposal submissions.

The candidate must reside within the continental US.

Responsibilities:

  • Support and coordinate full lifecycle federal proposal development efforts.
  • Develop and manage proposal schedules, kickoff meetings, and milestone tracking.
  • Maintain proposal templates, outlines, compliance matrices, and response structures.
  • Coordinate color team reviews (Pink, Red, Gold) and track resolution of action items.
  • Monitor procurement portals for updates, amendments, RFIs, and RTEPs.
  • Support submission of proposals and RFI responses through designated government portals.
  • Maintain and update past performance repositories and proposal content libraries.
  • Assist with the development of resumes, past performance write-ups, and supporting documentation.
  • Manage document formatting, editing, version control, and final production.
  • Support with the continuous improvement of proposal processes and templates.
  • Contribute to various projects and initiatives as assigned, demonstrating adaptability and a collaborative mindset.
  • Contribute to team objectives and take on additional responsibilities as needed.

Requirements:

  • Bachelor's Degree in Communications, Marketing, Business, IT, or related field.
  • 2-3 years of direct federal proposal development or proposal coordination experience.
  • Experience supporting federal IT or Health IT proposals.
  • Working knowledge of federal solicitation formats (RFPs, RFIs, RTEPs, IDIQs, Task Orders).
  • Strong understanding of compliance requirements and structured proposal processes.
  • Exceptional organizational skills, attention to detail, and ability to manage multiple deadlines.
  • Strong written and verbal communication skills.

Additional Qualifications:

  • Familiarity with the Shipley Proposal Process.
  • Experience developing proposal graphics or coordinating with design resources.
  • Exposure to Salesforce, GovWin, or other pipeline management tools.
  • Ability to obtain government clearance.

Security Clearance Requirements

  • U.S. Citizenship is required.
  • All selected candidates must successfully complete a background check.
  • Ability to obtain and maintain a Government/Public Trust clearance, including required fingerprinting, when required for the position.
