Job Overview:
The Vice President of Psychometrics & Measurement is a strategic and technical senior leader responsible for ensuring the integrity, validity, and reliability of all assessments across the organization. Serving as the organization's leading expert in educational measurement, this role sets the vision for psychometric research and operational excellence while aligning measurement strategy with organizational goals, client expectations, and industry standards.
Reporting to the President and serving as a key member of the Cambium Assessment Senior Leadership Team, this individual oversees Psychometrics, leads high-impact research initiatives, and collaborates cross-functionally to advance cohesive execution of company strategy. The VP will serve as a senior spokesperson on technical matters, representing the organization with clients, policymakers, advisory boards, and professional associations.
This leader ensures the delivery of high-quality, efficient, and compliant psychometric services in support of statewide and district assessment programs, continuous improvement models, and educational innovation in K-12 systems.
Job Responsibilities:
Strategic Leadership & Vision
  • Define and execute the organization's psychometric and measurement strategy aligned to the company mission and long-range goals.
  • Establish and lead an internal research agenda that advances innovation in K-12 assessment and educational measurement.
  • Champion the integration of emerging trends, technologies, and responsible AI applications into psychometric processes.
  • Contribute to enterprise strategic planning and champion implementation of company strategy within assessment services.

Operational & Technical Oversight
  • Provide executive oversight of all psychometric operations, including scaling, equating, standard setting, statistical modeling, sampling, weighting, variance estimation, and data analysis.
  • Ensure rigorous quality control across all psychometric deliverables, technical documentation, and contracted technical reporting outputs.
  • Oversee the design and implementation of methodologies for large-scale assessment programs.
  • Guide the development of psychometric tools, software, and streamlined production workflows to ensure efficiency and scalability.
  • Monitor and expand quality metrics and continuous improvement processes across departments.
  • Manage the team as a single unit, utilizing standard and common practices across the psychometric department for all contracted customer work.

Client & External Engagement
  • Represent the organization as a thought leader in educational measurement by engaging with professional associations, advisory committees, regulatory agencies, and industry boards.
  • Serve as the primary technical spokesperson to state education agencies, districts, policymakers, and Technical Advisory Committees.
  • Resolve complex measurement questions at senior-level client and industry meetings while reinforcing the organization's reputation for quality and innovation.

Research & Proposal Development
  • Lead the conceptualization and execution of research plans for statewide contracts and assessment programs.
  • Develop psychometric strategy and technical language for RFP responses and proposal submissions.
  • Support costing initiatives, resource planning, and financial forecasting related to psychometric operations and bids.
  • Collaborate with external subject matter experts to advance research initiatives and innovation opportunities.

Financial & Organizational Leadership
  • Lead annual budget planning, capital expenditures, staffing strategy, and financial performance for Psychometrics.
  • Ensure operational and research initiatives are delivered on time and within budget.
  • Mentor and develop senior leaders and technical staff, fostering a culture of excellence, collaboration, innovation, and accountability.
  • Build and sustain a high-functioning, collaborative team culture across departments and company functions.

Job Requirements:
  • Doctoral degree (Ph.D. or equivalent) in Psychometrics, Educational Measurement, Educational Psychology (Measurement/Evaluation/Statistics concentration), Quantitative Psychology, Statistics (education concentration), or related field.
  • 15+ years of progressive experience in educational measurement, including leadership roles in complex K-12 large-scale assessment environments.
  • Minimum 8 years of senior leadership experience.
  • Deep experience with statewide assessment programs and operational psychometrics.
  • Demonstrated success leading complex technical organizations and large cross-functional initiatives.
  • Proven experience managing operational and research budgets.

Technical Expertise
  • Advanced expertise in Item Response Theory (IRT), Classical Test Theory (CTT), scaling, equating, and standard setting.
  • Proficiency in psychometric software (e.g. Winsteps) and statistical programming languages (R, Python, SAS).
  • Strong knowledge of test development, production workflows, data integration, and reporting systems.
  • Ability to design and oversee complex statistical analyses and research studies.
