Duties
Help
  • You will execute in-house mechanical engineering design work products and services within specified milestones and quality standards.
  • You will analyze / design extensive engineering alterations and modifications to existing facilities to meet the everchanging demands placed upon the shore establishments of the Navy, Marine Corps, and other Supported Commands.
  • You will lead multi-disciplinary in-house (IH) design teams, executing IH projects as well as overseeing design efforts accomplished via Architectural/Engineering (A/E) firms.
  • You will coordinate the mechanical engineering design with the engineering disciplines for Design-Bid- Build (DBB) and Design-Build (DB) projects to ensure overall compatibility and efficiency of the site and building design.
  • You will conduct technical management and oversight on execution of multi-disciplinary design projects whether accomplished by IH or A/E forces.
  • You will plan / lead project design conferences/work sessions and on-site Functional Analysis Concept Development (FACD) and/or charrettes with stakeholders to determine project requirements and to develop concept designs.
  • You will provide post construction award services (PCAS), including review and approval of contractor's submittals for conformance with the requirements of the contract drawings and specifications.
  • You will mentor and train new and junior mechanical engineers within the organization.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Licensures/Certifications/Professional Registration: Registration as a Professional Engineer (PE) is required for GS-13 level.

Qualifications
Your resume must demonstrate at least one year of specialized experience as a professional MECHANICAL ENGINEER at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading production of facilities mechanical engineering design packages, including design drawings, plans, specifications and design-build requests for proposal; 2) Reviewing facilities mechanical engineering design submittals to provide subject matter expert acceptance recommendations to officials; and 3) Providing facilities mechanical engineering design consultation services to officials during construction. NOTE: This experience must be fully supported by your resume.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
