Job description

Graham Technologies is seeking an experienced Marine Operations (MO) Software Development Lead to provide technical leadership for software development and IT support activities supporting NOAA marine operations. The Software Development Lead will oversee application design, development, integration, testing, deployment, maintenance, and troubleshooting for ocean-going vessels, marine mission systems, unmanned systems, and shore-based support environments.

Location: Hybrid - Norfolk, VA; Washington, DC; and/or Lakeland, FL

Key Responsibilities:
  • Lead software development activities supporting NOAA Marine Operations mission requirements

  • Provide technical direction and mentorship to software-development personnel

  • Lead requirements analysis, architecture, application design, development, testing, integration, deployment, and maintenance

  • Translate shipboard and marine operational requirements into secure, resilient, and maintainable software solutions

  • Support applications associated with ocean-going vessels, marine mission systems, scientific operations, and unmanned marine systems

  • Design and maintain software capable of operating effectively in remote, intermittently connected, and bandwidth-constrained environments

  • Lead troubleshooting and root-cause analysis for complex software, integration, data, and performance issues

  • Apply secure software-development and DevSecOps practices throughout the development lifecycle

  • Establish standards for source control, code review, testing, release management, configuration management, and technical documentation

  • Coordinate integration with shipboard and shore-based networks, servers, databases, identity systems, and cybersecurity services

  • Evaluate legacy applications and recommend modernization, automation, integration, resilience, and maintainability improvements

  • Develop and maintain technical documentation, design artifacts, operating procedures, and knowledge-transfer materials

  • Mentor developers and perform technical and quality reviews

  • Support resolution of mission-critical software issues affecting vessel or marine operations

  • Coordinate technical priorities, risks, dependencies, and schedules with the Program Manager and Government stakeholders

Required Skills:

Experience:

  • Minimum 8 years of software development or software engineering experience

  • Minimum 3 years serving as a Software Development Lead, Senior Developer, Software Architect, or equivalent

  • Experience across the complete software development lifecycle

  • Experience developing and supporting distributed, remote, or mission-critical applications

  • Demonstrated experience troubleshooting complex software and systems-integration issues

Education:

  • Bachelor's degree in Computer Science, Software Engineering, Information Technology, Computer Engineering, or related technical field

Clearance:

  • Ability to satisfy all Government security, suitability, and access requirements applicable to the position

Certifications / Tools:

  • Experience with source control, CI/CD, automated testing, APIs, databases, and configuration-management technologies

  • Experience with secure software-development and DevSecOps practices


Desired Skills:

Experience:

  • NOAA, Department of Commerce, DoD, or Federal IT experience

  • Experience supporting ocean-going vessels, shipboard IT, marine systems, scientific platforms, or unmanned marine systems

  • Experience supporting software in remote or intermittently connected environments

  • Experience supporting high-latency/low-bandwidth satellite-connected environments

Education:

  • Master's degree in Computer Science, Software Engineering, Engineering, or related technical discipline
