Job description

Koniag Services, Inc., a Koniag Government Services company, is seeking an experienced Instructional Designer to support KSI and our government customer. The position is remote. This position requires the candidate to be able to obtain a Public Trust.

The Instructional Designer will design, build, maintain, and improve high-quality, accessible online learning experiences for Head Start and Early Childhood Education professionals. This role is responsible for developing self-paced, role-based courses using Articulate Rise 360, Articulate 360, Moodle Workplace, and other approved learning tools. The position also supports the iPD course catalog from a content perspective, including taxonomy, metadata, naming conventions, content standards, and lifecycle decisions such as course refresh, retirement, and archival.

The ideal candidate is an experienced instructional design professional with strong hands-on experience creating accessible digital learning in Articulate Rise 360. This position serves as a bridge between OHS, National Training and Technical Assistance Centers, subject matter experts, the LMS Administrator, and other stakeholders to translate priority content into effective learning experiences aligned with Head Start Program Performance Standards, ACF requirements, Section 508 accessibility standards, and adult learning best practices.

This position is based on a 40-hour work week, Monday through Friday, with schedule flexibility required to support release deadlines, stakeholder reviews, course updates, and other program needs.

Principal responsibilities will include but are not limited to:

Course Design and Development:

  • Design, build, update, and maintain iPD courses using Articulate Rise 360, Articulate 360, Moodle Workplace, and related course development tools.
  • Translate SME-provided content, including storyboards, scripts, videos, presentations, policy materials, and reference documents, into engaging online learning modules.
  • Develop self-paced, role-based, accessible, mobile-friendly courses for diverse adult learners.
  • Create interactive learning elements, including knowledge checks, assessments, scenario-based activities, embedded media, H5P activities, and SCORM-based course packages.
  • Apply adult learning theory, learner-centered design, and competency-based learning principles to course development.
  • Review courses for clarity, flow, engagement, accuracy, accessibility, and alignment to learning objectives.

Course Catalog and Content Management:

  • Support the iPD course catalog, currently consisting of approximately 114 live course options.
  • Maintain catalog organization, course grouping strategy, taxonomy, metadata, tagging, naming conventions, templates, and version control.
  • Ensure course content remains current, accurate, and aligned with Head Start Program Performance Standards, OHS priorities, ACF requirements, and learner needs.
  • Recommend course refresh, modification, retirement, archival, and replacement decisions based on content age, learner data, stakeholder input, and program priorities.
  • Use learner feedback, completion trends, certification rates, modality needs, language needs, and other data points to improve course offerings over time.
  • Maintain reusable course templates, source files, content standards, and documentation to support consistent course development.

Accessibility, Quality Assurance, and LMS Implementation:

  • Ensure courses are accessible, Section 508-compliant, and optimized for deployment in Moodle Workplace.
  • Apply accessibility best practices in Articulate Rise 360 and LMS-based courses, including structure, headings, alt text, color contrast, navigation, learner instructions, and screen-reader-friendly design.
  • Conduct quality assurance testing across devices, browsers, user roles, and learning environments.
  • Package, publish, test, and troubleshoot Articulate Rise 360 and SCORM-based courses for LMS deployment.
  • Partner with the LMS Administrator to implement catalog strategy, course setup, metadata, learner pathways, completion tracking, and course availability.
  • Identify and resolve course-related issues affecting navigation, accessibility, content display, learner progress, or completion tracking.
  • Build courses using scalable, reusable structures that support a large and growing learner base.

Stakeholder and Cross-Functional Collaboration:

  • Partner with OHS, the Division of Comprehensive Services, Training and Technical Assistance, National Training and Technical Assistance Centers, and other subject matter experts.
  • Collaborate with SMEs to define learning objectives, validate content accuracy, identify target audiences, and determine the best instructional approach.
  • Support the creation of role-based learning pathways for Head Start, Early Head Start, childcare, and early childhood education audiences.
  • Facilitate content reviews, feedback loops, testing cycles, and SME validation before publication.
  • Work closely with LMS Administrators, Product Managers, UX Designers, Help Desk staff, OHS CSTTA LMS team members, and other project stakeholders.
  • Participate in Agile ceremonies, including sprint planning, backlog refinement, stand-ups, reviews, and retrospectives.
  • Maintain documentation such as a Content Management Handbook, course development workflows, quality standards, accessibility procedures, Articulate Rise 360 templates, naming conventions, and content lifecycle guidance.
  • Stay current with eLearning technologies, instructional design trends, accessibility practices, LMS capabilities, and Articulate 360 updates.

Education and Experience:

Required:

  • Bachelor’s degree in Instructional Design, Education, Educational Technology, Adult Learning, Early Childhood Education, Communications, Information Technology, or a related field.
  • Minimum of ten (10) years of relevant professional experience.
  • Hands-on experience developing courses in Articulate Rise 360.
  • Experience using Articulate 360 tools to create interactive, accessible, self-paced online learning.
  • Experience building or maintaining courses in Moodle, Moodle Workplace, or a comparable learning management system.
  • Experience designing or adapting self-paced courses for adult learners.
  • Experience with instructional design models, adult learning theory, role-based training, and competency-based learning structures.
  • Experience translating SME content into clear, engaging, accessible learning modules.
  • Experience with SCORM, H5P, video tools, multimedia learning assets, and interactive content creation.
  • Experience conducting course quality assurance reviews, accessibility checks, and cross-browser or cross-device testing.
  • Experience collaborating with subject matter experts, technical teams, product teams, and customer stakeholders.
