This position is responsible for analyzing the legal framework of the program across the United States to identify emerging trends, legal precedents, and best practices, and integrating them in Colorado's statutory model, defending it before the General Assembly, and ensuring its success through sophisticated fiscal modeling and national benchmarking. Simultaneously, this position acts as the public face and chief educator of the program, transforming complex statutes into accessible public services and high-compliance business environments

Key Responsibilities include, but are not limited to: Legislative and Statutory Leadership: Analyze proposed legislation affecting the Unclaimed Property Program and recommend policy, operational, and statutory responses. Draft legislative language, amendments, and regulatory reforms in partnership with the Department's Legislative Liaison. Serve as the Division's lead subject matter expert before the Colorado General Assembly, providing testimony and strategic guidance to support departmental priorities.

Advise executive leadership on statutory interpretation, legislative risks, potential litigation exposure, and the long-term implications of proposed laws and mandates. Comparative Policy Analysis & National Benchmarking Conduct nationwide research and benchmarking of unclaimed property laws, regulations, and practices to identify emerging trends, legal developments, and best practices. Evaluate Colorado's position within the national unclaimed property landscape and recommend adoption of uniform standards or state-specific approaches.

Translate complex multi-state legal and policy analysis into actionable recommendations that strengthen Colorado's Unclaimed Property Program. Fiscal & Operational Impact Modeling Analyze and model the fiscal, budgetary, and operational impacts of proposed legislative and policy changes, including implementation costs and resource requirements. Assess potential unintended consequences of policy proposals, including effects on compliance, program performance, state revenue, and litigation risk.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Experience only: Eight (8) years of progressively responsible professional experience in legislative analysis, public policy development, regulatory compliance, government affairs, program administration, legal research, fiscal analysis, unclaimed property administration, or a related field. At least two years of experience must include supervising professional staff. Or Education and Experience: Bachelor's degree from an accredited institution in Public Administration, Public Policy, Political Science, Law, Finance, Economics, Business Administration, or a closely related field AND four (4) years of professional experience in legislative analysis, public policy development, regulatory compliance, government affairs, program administration, legal research, fiscal analysis, unclaimed property administration, or a related field.

At least two years' experience must include supervising professional staff. Substitutions: Master's degree in Public Administration, Public Policy, Law, Economics, Business Administration, or a closely related field may substitute for one year of the required experience. Juris Doctor (J.D.) may substitute for two years of the required experience

Preferred qualifications that a successful candidate will demonstrate: Experience with unclaimed property administration, financial regulation, treasury operations, or state revenue programs. Experience working with state legislatures, legislative committees, or government affairs offices. Experience providing testimony before legislative bodies.

Knowledge of multi-state unclaimed property laws and practices, including standards developed by the National Association of Unclaimed Property Administrators. Experience developing fiscal notes, budget projections, or economic impact analyses. More than two years of Supervisory or project leadership experience.

Experience drafting policy recommendations, legislative language, regulations, or formal reports. Experience conducting complex research and translating findings into actionable policy recommendations. Knowledge of legislative processes and governmental decision-making.
