Primary Responsibilities

In this role, you will serve as an experienced individual contributor within a cross-functional team, continuing to develop your leadership, guidance, and mentoring skills. With support and guidance from leadership, you will be responsible for supporting the goal of meeting scope, schedule, and delivery requirements. You will partner with clients, stakeholders, and delivery teams to help shape product strategy, prioritize outcomes, and support the iterative delivery of user-centered digital products and services.

Primary expectations of a Product Manager III include:

  • Apply agile methods to support cross-functional workflows and the iterative delivery of products and features.
  • Partner with product leadership, clients, and product owners to help shape product vision, strategy, priorities, and measurable outcomes.
  • Apply a consultative product management approach when working with clients, stakeholders, and delivery teams.
  • Work with clients to translate organizational goals, user needs, and technical considerations into actionable product strategies and priorities.
  • Balance tactical program responsibilities with strategic product initiatives to meet scope, schedule, and delivery requirements.
  • Decompose complex problems, identify opportunities, build consensus, and help establish direction for product development and delivery.
  • Own and maintain product backlogs, ensuring work is prioritized based on user needs, business value, technical considerations, dependencies, and delivery goals.
  • Facilitate agile ceremonies, including backlog refinement, sprint planning, reviews, and retrospectives, to support iterative product development and continuous improvement.
  • Collaborate closely with engineering, design, research, delivery, and other disciplines throughout the product development lifecycle.
  • Define product requirements, acceptance criteria, and desired outcomes that provide teams with clear direction while allowing for iterative discovery and delivery.
  • Effectively communicate complex technical and business concepts to technical and non-technical audiences.
  • Develop and maintain product documentation and artifacts, including product briefs, roadmaps, release plans, requirements, decision documentation, and presentations.
  • Use qualitative and quantitative information to inform product priorities, evaluate outcomes, and identify opportunities for improvement.
  • Coach and mentor junior team members by providing actionable feedback and supporting their continued development within the product discipline.
  • Proactively identify product and delivery risks, communicate concerns to leadership and stakeholders, and recommend appropriate mitigation strategies.
  • Develop and maintain product roadmaps that communicate priorities, desired outcomes, dependencies, and future direction.
  • Build trusted relationships with clients and stakeholders and facilitate alignment when priorities, requirements, or perspectives differ.
  • Contribute to the continued development and improvement of product management practices, tools, and processes across the program and organization.


Basic Qualifications

  • Bachelor’s degree and 5+ years of relevant experience.
  • Relevant years of experience may be substituted for education.
  • 5+ years of experience in product management, product ownership, digital product delivery, or a related discipline.
  • Experience managing or contributing to digital products throughout the product lifecycle, from discovery and planning through delivery, iteration, and continuous improvement.
  • Experience working with cross-functional teams that include engineering, design, research, delivery, and other technical or business disciplines.
  • Experience applying agile product development methods and practices in a delivery environment.
  • Experience developing, prioritizing, and maintaining product backlogs, roadmaps, requirements, user stories, or similar product artifacts.
  • Experience translating business objectives, stakeholder needs, and user needs into actionable product requirements and priorities.
  • Experience facilitating conversations and building alignment among stakeholders with differing priorities or perspectives.
  • Experience communicating product strategy, priorities, requirements, risks, and tradeoffs to technical and non-technical audiences.
  • Experience identifying dependencies, risks, and blockers and partnering with teams and stakeholders to determine appropriate solutions.
  • Demonstrated ability to manage multiple priorities while maintaining focus on product goals and delivery outcomes.
  • Must be legally authorized to work in the United States without sponsorship, now or in the future.
  • Must be able to successfully obtain and maintain the level of government suitability or security clearance required for the position.

  • Experience delivering digital products or services within the federal government, public sector, or another highly regulated environment.
  • Experience working directly with government clients, product owners, program leadership, or senior stakeholders.
  • Experience with human-centered design, user research, service design, or other user-centered product development practices.
  • Experience using qualitative and quantitative data, product metrics, analytics, or user feedback to inform product decisions and measure outcomes.
  • Experience defining product goals, success measures, key performance indicators, or other methods of evaluating product performance.
  • Experience supporting product discovery, including identifying user problems, evaluating opportunities, testing assumptions, and determining potential solutions.
  • Experience balancing user needs, organizational goals, technical feasibility, policy requirements, and delivery constraints when making product decisions.
  • Experience navigating ambiguity and helping teams establish direction when requirements or solutions are not fully defined.
  • Experience facilitating workshops, discovery sessions, roadmap discussions, prioritization exercises, or stakeholder working sessions.
  • Experience coaching, mentoring, or supporting the development of junior product managers or other team members.
  • Experience contributing to product management standards, processes, communities of practice, or organizational improvements.
  • Experience working in a consulting, professional services, or client-facing delivery environment.
  • Familiarity with accessibility, security, privacy, and compliance considerations associated with government digital services.
  • Familiarity with modern software development practices, APIs, cloud-based environments, and technical architecture sufficient to effectively partner with engineering teams.
  • Familiarity with product and delivery tools such as Jira, Confluence, GitHub, Miro, or similar platforms.
  • Strong written and verbal communication skills, with the ability to present recommendations and product direction to a variety of audiences.
