Job Summary:

Manages the construction acceptance and correlation testing and Independent Assurance sampling and testing program for the Northcentral and Northeast Districts. Manages and supports the supervisors in the Flagstaff Regional Lab, Flagstaff Area Lab, Holbrook Lab, and may also support the Payson Lab. Ensures the highest quality materials are used in the construction of Arizona's Highways. Acts as a technical staff expert on materials related issues within the region. Is a consultative resource to various ADOT laboratory, construction, design, and engineering personnel, as well as materials suppliers and contractors. Has an active role in establishing and implementing new processes and specifications, and revising existing processes and specifications. Adjusts lab employee schedules to facilitate assistance to district maintenance for purposes of winter operations including emergency road blocks and snow plowing.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Manages all operations performed by the Flagstaff Regional Lab, the Flagstaff Area Lab, and the Holbrook Lab. Provides leadership training and coaching to the lab and field personnel to ensure the goals of the group are met. Manages the Acceptance and Correlation testing, and Independent Assurance sampling and testing programs within the region.
Reviews and approves concrete and asphalt mix designs. Advises project personnel in constructability issues related to the mix design. Acts as technical expert in providing materials related expertise to support the region in areas of materials engineering, testing and specifications. Reviews and analyzes submittals from contractors to leave substandard materials in place and provides recommendations on the final disposition of such materials.
Review Material Closeout documentation submitted by the Resident Engineers for each project constructed in the region and prepare Final Materials Certification jointly with the District Engineer in accordance with the Materials Quality Assurance Program. Initiate, write, and review procedure directives, test methods, and specifications of materials and materials testing. Attend professional seminars, meetings, and conferences as a participant and representative of the State. May include overnight and out of state travel.

Knowledge, Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • ADOT Standard Specifications, ADOT Materials Testing Manual, ADOT Policies and Procedures Directives.
  • American Association of State Highway and Transportation Officials (AASHTO), American Society for Testing and Materials (ASTM), and Arizona test methods.
  • Highway construction materials and associated mix designs methodologies.
  • Advanced materials engineering principles.

SKILL IN:

  • Written and oral communication of technical information to both technical audiences and lay audiences.
  • Evaluating and analyzing a wide variety of complex materials engineering data and reports.
  • Assessing the quality of material used in highway construction projects.
  • Assessing the effectiveness of laboratory protocol with regard to testing highway construction materials.

ABILITY TO:

  • Interpret materials test results and make recommendations.
  • Plan and prioritize work assignments in order to accomplish goals and objectives of the Department and the materials laboratories.
  • Effectively manage staff to ensure productive and efficient operation of a materials lab.
  • Identify gaps/deficiencies in laboratory resources and safety protocol.
Selective Preference(s):

Five to eight years of experience in civil engineering and supervisory experience.

Pre-Employment Requirements:

Valid driver's license Arizona - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
PE Licensure is required for this position. A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.
