THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY IT SPECIALIST (INFOSEC/NETWORK), Position Description Number D2330000 and is part of the KS 184 Wing, National Guard.

As a SUPERVISORY IT SPECIALIST (INFOSEC/NETWORK), GS-2210-13, you will exercise supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Other duties as assigned.
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

  • KANSAS AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
  • Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.

Qualifications
Military Grades: O1 through O3
GENERAL EXPERIENCE: Must have one or more of the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: Must have at least 24 months of managing or directing Cyberspace Operations mission commitments, programs, and projects that impacted personnel, equipment, software and services. Experienced in performing unit leadership duties in regard to planning, scheduling, controlling, and directing all unit functions. Competent in performing analytical and evaluative duties related to the business of Cyberspace Operations. Experiences included contact and coordination with the National Guard Bureau (NGB), Air Force Space Command (AFSPC), 24th and 25th Air Forces, active duty operational units, parent Cyberspace Operations Group (COG), and/or associated joint units. Program experiences involved developing policies and procedures, short-range and long-range plans that satisfied Cyberspace Operational unit needs and taskings.
Other technical competency requirements: Is able to perform, manage, supervise, lead, mentor, and/or train the following Information Technology Management and Cyberspace Program requirements: Communications Security Management, Compliance, Computer Network Defense; Configuration Management; Encryption; Enterprise Architecture; Identify Management; Information Assurance; Information Resources Strategy; Information Systems Security Certification; Information Systems and Network Security; Project Management; Risk Management; Systems Life Cycle; Technology Awareness; Vulnerabilities Assessment; and Web Technology
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
Education
Degree Required: An undergraduate degree from an accredited college/university is mandatory. The degree must be in Computer and Information Sciences and Support Services with desired courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; and Management Information Systems; or Mathematics. A graduate degree in Computer and Information Sciences and Support Services is optimum.
Based on the Cyberspace Operations mission requirements and directed tasks, along with the strict Information Assurance Management Certification requirements for the GS-2210 Cyber Program Dual Status Technician positions, no substitutions of Education for Specialized Experiences are allowed for any reason or purpose.
