Job description

ICF's Disaster Management Division is seeking a Senior Manager, Disaster Management for Disaster Recovery programs and projects. This position is 100% Remote in the United States, with expected travel and deployments.

As part of our growing Disaster Management group, this position requires in-depth experience with the Department of Housing and Urban Development's Community Development Block Grant Disaster Recovery (CDBG-DR) program and other disaster response and sheltering programs. The Senior Manager will work alongside Project Managers as well as subject matter experts, and junior staff to develop and implement policies and procedures for post-disaster recovery housing efforts including potentially supporting infrastructure, economic revitalization, and public services programs. Responsibilities will also include serving as an expert on policy and regulatory issues, developing written materials, managing staff, project management, providing training and technical assistance, and working directly with clients to provide advisory/consulting services.

The Senior Manager, Disaster Management position will work together with project managers and program stakeholders to ensure the smooth performance of low, medium, and high-volume projects. As such, this position assists the team and clients to maintain a complete understanding of all applicable program policies, requirements, and procedures and possess knowledge of regulatory and statutory compliance requirements for housing disaster recovery and similar programs & projects.

Compensation: While the range below is broader for career growth, this position will offer a base salary of $120,000 to $150,000. Offer based on % of job description match and location. Higher education and experience will not alter this range.

Key Responsibilities:
Assisting the V.P. and leadership in providing overall leadership to teams assisting and implementing post-disaster recovery efforts.
Scheduling and assigning staff.
Allocating resources, assessing risk and managing risk.
Coordinating various components that contribute to the project as a whole to ensure on-time delivery.
Ensuring that task deadlines are understood and achieved.
Keeping all parties informed of progress and any outstanding issues.
Oversight and management of subcontractors.
Ensuring deliverables are completed compliantly, on schedule and of high quality.
Validate progress and quality of Construction Managers performance, track and confirmnoted items are addressed and regularly communicate results.
Follow-up with staff, subcontractors and construction managers on expectations and progress of tasks.
Assist project leadership and staff with client requests by providing data, reports and other required information and in ensuring quality control of all information provided.
Following tight and changing deadlines with informed progress and outstanding issues.
Serving as capture lead for assigned business development opportunities.
Representing ICF in current and potential client meetings.
Serving as technical and proposal lead.

Minimum Qualifications:
Bachelor's degree.
8+ years of combined program and project management experience.
5+ years of in-depth experience with the Department of Housing and Urban Development's Community Development Block Grant Disaster Recovery (CDBG-DR) program.
2+ years of experience project managing a successful high-volume housing recovery program.
Able and willing to travel (flight and vehicle) for program needs as directed.
Must have a valid U.S. driver's license and successfully pass a Motor Vehicle Records (MVR) check.

Preferred Skills/Experience: (These may set candidates apart)
Experience overseeing or inspecting construction contractors and subcontractors, negotiating change orders, and achieving high quality completed constructions via tools and other mechanisms.
Experience monitoring federally funded programs.
Highly experienced, intermediate to advanced, in MS Office programs and computer programs, with an ability to quickly accept and learn new technology.
15+ years in disaster recovery, including federal, state and local government.
Certification as a Project Management Professional (PMP)
