Primary Duties and Responsibilities:
We currently have openings for Advisory Services/ProjectManagement Analysts in our Medicare and State Health project areas. This roleblends management, technical assistance, and research. As such, we are seekingprospective employees with a passion for project management and an interest inimproving government operations and health care delivery.
Advisory Services Analysts work on a variety of projectsspanning policy and programmatic areas. Example projects include implementingMedicare alternative payment models, operating peer-to-peer learning systemsfor Medicare value-based care organizations, developing and maintainingclinical quality measures, supporting states with implementing all-payer claimsdatabases, alternative payment models, or tools to support analytics, or evaluatingthe effectiveness of state health programs.
Advisory Services/ProjectManagement Analysts are typically connected to 2-3 projects at a time asproject managers or as an integrated task manager facilitating research,technical assistance, or systems development work.
Across all projects, Advisory Services/Project ManagementAnalysts are expected to:
  • Provide the management and organization needed to helpkeep projects on schedule and on budget and facilitate communications acrossand between internal and external stakeholders.
  • Conduct project management activities, such as helpingproject directors plan, manage, and close out complex projects and designing,implementing, and monitoring tools and processes to help organize data andmanage teams.
  • Perform complex analyses to monitor and evaluate projectperformance and progress, including monitoring project costs, assessing earnedvalue, and overseeing subcontractor budgets.
  • Develop and maintain project collaboration tools,including Microsoft Project schedules, SharePoint websites, Jira boards, andExcel spreadsheets.
  • Provide technical assistance to state and federal healthagencies or healthcare providers by designing webinars or responding toquestions from stakeholders.
  • Draft client memos, technical documentation, proposals andother contractual deliverables, such as chapters for reports, case studies,and/or data dictionaries.

Required Qualifications:
  • Master's degree in public policy, public administration,business, or related field; or commensurate experience in operations ormanagement-oriented positions
  • Strong management skills, including ability to monitorcosts on multimillion-dollar contracts, mentor staff, and oversee small teamsto complete work within tight timelines without compromising on quality.
  • Strong organizational skills and high level of attentionto detail; flexibility to manage multiple priorities, sometimes simultaneously,under deadlines.
  • Excellent oral and written communication skills, forexample the ability to write clear and concise technical documentation, and tocommunicate with clients diplomatically.
  • Strong analytic and problem-solving skills, and ability toapply critical and creative thinking to identify solutions and respond toclient requests in situations where guidance is unclear or absent.
  • Professional experience in a similar field or position
  • Interest in improving Medicare and other state and Federalgovernment programs, and/or providing technical assistance to health careentities.
  • Some travel may be required

Desired Skills and Experience:
  • Work experience with a state or federal agency, afoundation, or health care system is highly desirable, as is prior experienceworking with Medicaid or Medicare data.
  • Experience using management tools, such as MicrosoftProject and Atlassian Confluence or Jira, to manage schedules or monitorbudgets.
  • Certifications demonstrating management proficiency andexpertise, such as Project Management Professional (PMP), Certified Associatein Project Management (CAPM), or Lean Six Sigma
  • Experience engaging a range of client stakeholders byapplying a variety of approaches, including human-centered design.
  • Experience bridging between business owners and technicalstaff to facilitate decision-making, identify and track user needs, and movework forward is a plus.
  • Knowledge of quantitative and/or qualitative researchmethods or an understanding of software development life cycles and agiledevelopment is a plus.
