THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT.
This National Guard position is for a HR SPEC (EMPLOYEE BENEFITS), Position Description Number PDT0057000 and is part of the Mississippi National Guard.

As a HR SPEC (EMPLOYEE BENEFITS), GS-0201-7, you will serve as a Human Resources Specialist in a developmental capacity. This is a developmental position leading to the next position of a Human Resources Specialist, GS-0201-09, in one or more specialized personnel areas. Duties and responsibilities of the position are essentially the same as that of the full-performance PD with the exception of additional training, supervision, guidance, and direction necessary until incumbent attains the full-performance level of experience. As level of knowledge and experience increases, level of supervision will decrease accordingly. Incumbent may be promoted to next higher grade without further competition after completion of minimum TIG (Time-in-Grade) requirement, completion of all training as indicated by manager, with recommendation of the supervisor, provided the full-performance position remains as a valid position.
1. Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established, and several specific guidelines exist. Work assignments consist of a series of specific and related tasks that have been selected to orient the employee in the practical application of basic occupational principles, concepts, and techniques. Assignments are combined with training to further develop analytical skills and techniques in the occupation. Assistance in solving problems is available from the supervisor or a higher-graded specialist. (30%)
2. Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity. The employee is responsible for locating and selecting the most appropriate guidelines and procedures for application and making minor deviations to adapt the guidelines to specific cases. Analyzes routine problems encountered and resolves them. Refers deviations, problems, and unfamiliar situations to the supervisor for assistance. (30%)
3. Participates in special initiatives, studies, and projects. Works with other specialists in planning and conducting special initiatives, studies, and projects. Assists in preparing reports and briefings outlining study findings and recommendations. (20%)
4. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required. (20%)

CONDITIONS OF EMPLOYMENT & NOTES:
1. Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
2. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
4. May require travel in military and/or commercial aircraft to perform temporary duty assignments.
5. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
7. Participation in direct deposit is mandatory.
8. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
Qualifications
GENERAL EXPERIENCE:
The applicant must have competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification competency factors are applicable to the Series GS-0201 career levels:
  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings;
  • Ability to assess body language and perceive emotional and/or distress levels; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE:
Must have at least one year of specialized experiences least one year of basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee. Have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency. Experienced in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer, utilizing multiple computer programs, and performing keyboard functions. Must have at least three months experience, education, or training which provided a basic working knowledge of personnel programs.

Education
Although there is no substitution of education, a high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
