HOUSING FINANCE CONSULTANT (ON-CALL role)
Your passion is supporting communities with implementing best practice strategies to provide expert consulting skills and programmatic expertise to serve the needs of low- and moderate-income families. At ICF you can put that passion into action by joining our team of experts working to support our work with the U.S. Department of Housing and Urban Development (HUD) to provide Housing Counseling program technical assistance, including the Federal Housing Administration, single, multifamily housing.
This Housing Finance Consultant position is ON-CALL (part-time with variable hours) and work remotely. Assignments are made on a demand-response basis, so hours are completely variable.

What you'll be doing:
  • Work with a diverse set of stakeholders including housing counseling agencies (HCAs) receiving technical assistance through HUD Federal Housing Administration (FHA), and other companion offices and other industry partners, including GSEs.
  • Focus work is incredibly diverse within HUD's single and multifamily programs, including delivery of services including underwriting, loss mitigation, foreclosure prevention, reverse mortgages, etc.
  • Develop/deliver training sessions, conference presentations, workshops, and webinars
  • Facilitate technical assistance engagements, either in-person or virtually through web-based software.
  • Focus on best practice and innovative strategies related to HUD programs.
  • Contribute to the design of tools, drafting of reports, and development of policy guidance
  • Assist in identifying new business opportunities, writing proposals, and managing contracts as requested.

Basic Qualifications you'll need to have:
  • Bachelor's Degree or equivalent in Public Administration, Planning, Public Policy, Government or a related discipline or minimum 10 years of professional experience in similar field
  • Minimum of 10 years of knowledge in HUD Federal Housing Administration (FHA), the housing counseling and mortgage industry, etc.
  • Demonstrated success developing and delivering trainings, workshops and webinars; program assessments and evaluation; facilitation, and public speaking to a variety of audiences.
  • This is a home-based position, and up to 25% travel may be required.

Preferred Skills/Experience:
  • Previous work with Government Sponsored Enterprises (GSEs)
  • Experience and expertise in other federal mainstream housing and services programs.
  • Broad knowledge in Fair Housing and Equal Opportunity laws and requirements.

  • A commitment to affordable housing and serving all of those who are under-served
  • Excellent verbal, interpersonal and written communication skills
  • Strong analytical, problem-solving and decision-making capabilities to analyze situations, identify existing or potential problems, and recommend solutions
  • Ability to multi-task with various projects and responsibilities
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$89,649.00 - $152,404.00
