Job description

Overview

Lynker is seeking a highly qualified Deputy Program Manager & Supplemental Project Manager to support the Office of Modeling and Development (OMD) within the National Weather Service (NWS).ย  The successful candidate will provide technical, project, and program management leadershipย  for a broad portfolio of scientific and operational projects supporting NOAA's environmental modeling, data assimilation, numerical weather prediction, and the Unified Forecast System (UFS). The work location is the NOAA Center for Weather and Climate Prediction (NCWCP) in College Park, Maryland.

This position serves in a hybrid role as a Project Manager, Technical Task Lead, and Deputy Program Manager, working closely with Federal Oversight Managers (FOMs), the Contract Program Manager (PM), the Contract Office Representative (COR), and OMD senior leadership. The successful candidate will oversee the development, improvement, and implementation of advanced scientific programming and numerical modeling techniques while ensuring successful contract performance and alignment with program objectives. This role involves leading and supporting various projects and solving state-of-the-art geophysical problems. The candidate will work both independently and collaboratively, assist in overseeing projects, and collaborate with OMD management, scientists, and external partners to develop and apply innovative methods within their work areas.

Responsibilities

Duties of the Deputy Program Manager and Supplemental Project Manager will include the following:

  • Provide Leadership and Project Management for the PPGC -the Precipitation Prediction Grand Challenge Supplemental Project to ensure Government Objectives are met.
  • Provide Leadership and Project Managementย  for the Inflation Reduction Act Supplemental Project to ensure Project Objectives are met.ย 
  • Serve as the Deputy Program Manager and act for the PM in times of absence.

In order to meet these responsibilities, the incumbent will:

  • Lead and coordinate multidisciplinary teams of scientists, engineers, and software developers supporting OMD research, development, and operational transition activities.
  • Assist the PM in managing contract staffing, performance oversight, resource allocation, and LCAT assignments.
  • Track and analyze budget status, expenditures, and projections across appropriations and projects to support contract planning.
  • Assist in interfacing with OMD senior management and COR, preparing updates on scope, schedule, resources, and program status, and escalating issues requiring government attention.
  • Support program execution by monitoring staffing levels, onboarding progress, performance, and schedule/budget adherence.
  • Support contract documentation generation, archiving, and accessibility.
  • Support company business development activities (capability matrices, proposal inputs etc) as needed.
  • Oversee contractors and sub-contractors, ensuring alignment with project goals and timelines, and ensuring customer deliverables meet or exceed requirements.
  • Define and assign tasks according to project needs, and provide appropriate task guidance.
  • Monitor task progress and provide regular updates to the Lynker Contract Program Manager and FOMs.ย 
  • Report task status, project risks or concerns, organizational changes and personnel metrics.
  • Support in preparing for project reviews and other reporting requirements.
  • Supervise Lynker contractors, conduct annual and mid-year performance reviews as required
  • Train and onboard new hires, and provide scientific guidance to team members.
  • Conduct candidate interviews, support hiring recommendations.
Qualifications

The Ideal Deputy Program Manager and Supplemental Project Manager will have the following:

  • Education: Master's Degree or higher in Atmospheric Science, Oceanography, Geophysical Sciences, Engineering, Computer Sciences, or Mathematics and have at least 10 years of experience in related areas.
  • Experience and Skills:
    • 3+ years of experience in project management, leading technical tasks, and working with cross-functional teams.
    • Strong leadership and team management skills, with demonstrated success working with federal stakeholders, subject matter experts, and senior management.
    • Proficient in project management tools and software.
    • Strong knowledge of geophysical sciences, numerical modeling and data assimilation
    • Experience working in a UNIX environment with advanced shell scripting languages and familiar with running complex jobs.
    • Experience with High-Performance Computing (HPC) platforms using MPI, OpenMP, Slurm, LSF, etc.
    • Familiarity with modern software development practices and version control software, particularly Git/GitHub.
    • Excellent oral and written communication skills in English, and coordination abilities.
    • Strong analytical and problem-solving skills.
    • Demonstrated organizational skills, attention to detail, and the ability to manage multiple priorities effectively.
