The City of Northglenn is hiring a Building and Energy Policy Lead within the Sustainability Division to guide the implementation of progressive energy and emissions codes, help shape future building decarbonization strategies, and ensure successful adoption of high-performance building practices across our vibrant city.
This exciting role blends policy development, technical coordination, interdepartmental collaboration, and robust community engagement. You'll be at the forefront of climate action, working with cutting-edge building technologies and sustainable practices that will shape Northglenn's future for generations to come.
As our Building and Energy Policy Lead, you'll spearhead the implementation of the Energy Code Package and future adoptions, coordinate regional and local partnerships, and serve as a trusted point of contact between the City, contractors, community members, and regional agencies. We're looking for someone with strong communication and outreach skills who understands how to align policy and practice across departments and is energized by the opportunity to lead impactful, long-term change in the built environment.
This is a full-time, benefited position reporting to the Sustainability Coordinator. You'll work closely with Planning, Economic Development, Code Enforcement, the Building Policy Collaborative, and external partners like the Colorado Energy Office (CEO) and Denver Regional Council of Government (DRCOG).
Duties and Responsibilities
Leads the City's efforts to implement the Northwest Metropolitan Regional Energy Code Cohort's Energy Code Package, anticipated for adoption in Q4 2025, which exceeds state minimum requirements. Supports the development and implementation of future energy and emissions code updates, ensuring consistency with Northglenn's climate goals and state and federal guidance.
Collaborates with Safebuilt, the Colorado Energy Office (CEO), the Building Policy Collaborative, and internal staff from Building, Planning, and Economic Development to ensure all building permits are reviewed and processed under the most current energy code. Supports implementation and compliance for both new construction and existing buildings through clear, accessible processes and effective internal coordination.
Organizes energy code training and certification opportunities in conjunction with Safebuilt for City staff, local contractors, homeowners, inspectors, designers, and the construction community. Leverages CEO training funds and regional partnerships to ensure stakeholders are equipped to meet energy code requirements and adopt high-performance building practices.
Coordinates and delivers communication, education, and outreach to Northglenn residents and businesses about energy efficiency, building decarbonization strategies, permitting pathways, and updates to residential and commercial building codes. Develops educational resources, outreach materials, and communication campaigns in partnership with the Communications team and regional partners.
Leads peer-to-peer and elected official engagement efforts related to the energy and emissions code updates. Prepares educational briefings, presentations, and guidance to support informed decision-making and consistent regional policy alignment.
Develops and manages a community and local stakeholder communication, education, and engagement plan to support equitable adoption of energy codes and building policies. Ensures this includes elected official engagement and outreach to historically underrepresented groups, small businesses, and renters.
Coordinates closely with the Policy Research component of the DRCOG Climate Pollution Reduction Grant, helping shape relevant research proposals, identifying useful local data, and ensuring community needs and equity considerations are reflected in research and policy development. Investigates innovative building and energy policies and their applicability in Northglenn.
Represents the City in the DRCOG Building Policy Collaborative (attending a minimum of 75% of meetings) to help shape regional decarbonization roadmaps, policy packages, and implementation strategies, with a focus on implementation and the 2027 energy code development process. Shares Northglenn's experience and integrates lessons learned into local policy refinement.
Integrates building decarbonization strategies into long-range planning documents such as the Climate Action and Resilience Plan, Comprehensive Plan, and Strategic Plan. Coordinates with Planning and Sustainability staff to ensure policies and targets are aligned across departments.
Pilots the use of Portfolio Manager for all municipal facilities, tracking energy usage and trends to obtain a baseline of energy efficiency. Explores the application of Portfolio Manager or similar tools for community-wide benchmarking and outreach, particularly relevant for buildings subject to Colorado's Building Performance Program, including commercial, multifamily, and public buildings over 50,000 square feet.
Supports Northglenn businesses and organizations in complying with state benchmarking and performance standards and voluntarily going above existing standards. Provides guidance, technical resources, and outreach to ensure compliance while highlighting opportunities for savings and improved comfort.
Creates and publishes educational case studies using examples from the Northglenn community, including local businesses, homeowners, and at least one high-impact municipal retrofit project. Demonstrates cost savings, emissions reductions, and community-wide replicability through modeling and transparent documentation.
Leads administration, documentation, and reporting requirements associated with the DRCOG Jurisdictional Support subaward. Tracks performance metrics, prepares progress reports, and coordinates with DRCOG and other funders to ensure deliverables are met and funding is maximized.
Leads the creation and implementation of communications, dashboards, and other public-facing tools to support transparency and accountability for community building decarbonization, energy code adoption, and building policy implementation. Tracks key performance indicators and makes data-driven recommendations to improve programs and policies over time.

Education and Experience
Education and Experience:
  • Bachelor's degree in Sustainability, Energy Policy, Environmental Policy, Natural Resource Management, Urban Planning, Public Policy, Environmental Studies, Engineering, Architecture, or a related field from an accredited college or university.
  • Three to five years of progressively responsible experience in sustainability, energy policy, planning, code implementation, or building performance programs.
  • Master's degree or equivalent experience preferred.
  • A combination of education and experience that demonstrates the ability to perform the essential duties of the position may be considered.

Licensing/Certification Requirements:
  • Possession of a valid driver's license and ability to travel to events, meetings, and community sites throughout the region.
  • Energy code and/or policy accreditations or certifications such as Certified Energy Policy Analyst (CEPA), Certified Energy Manager (CEM), and Building Performance Institute (BPI) preferred.

Knowledge, Skills, and Abilities:
  • Knowledge of energy codes, building performance standards, and sustainability policies.
  • Knowledge of local government operations, policy development, and implementation processes.
  • Knowledge of community engagement strategies and stakeholder management.
  • Knowledge of project management principles and grant administration.
  • Knowledge of computer hardware and software programs, including Microsoft Office, internet applications, and communications platforms.

Supplemental Information
This position is grant funded through the Denver Regional Council of Government (DRCOG) Building Policy Collaborative program. The duration of this appointment is guaranteed until for four years, through September 2029.
This position is exempt (not eligible for over-time compensation).

Employee can pay the difference to cover spouse and/or children. Life & LTD insurance coverage is provided. Employee participates in the City's pension plan and the City contributes to the plan. Employee accrues general leave on a pro-rated basis and optional benefits.
Regular Part-Time 20+
Employee works in a position that is classified as 20+ hours per week but less than 30 hours. City pays contribution toward employee only medical insurance. Employee accrues general leave on a pro-rated basis and the City pays 3.75% toward deferred compensation and optional benefits.
