Summary
You will serve as a FINANCIAL MANAGEMENT ANALYST in the Payroll (C614), Comptroller Department (C600), Accounting Division (C610) of NORFOLK NAVAL SHIPYARD.

Duties
Help
  • You will audit civilian payrolls.
  • You will support Financial Improvement Audit Readiness (FIAR) efforts for audit support.
  • You will act as liaison for employees with Departments and the Compensation Office as it relates to coding and payments.
  • You will review and analyze payroll reporting to recommend changes where need for improvement is evident.
  • You will obtain thorough knowledge of the Supervisor's Desk (SUPDESK) Timekeeping system in order to understand the accuracy of the shipyard time and attendance system.
  • You will read, interpret, and analyze any guidance from outside stakeholders.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying knowledge and understanding of budgetary policies, precedents, procedures, and regulations.
  • Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding.
  • Experience applying skills to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions is required.

GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying knowledge of administrative and financial management systems.
  • Experience formulating budget estimates for programs in which funding requirements have changed significantly.
  • Experience researching regulatory material to obtain factual information.
