Program Manager
Location: Ventura, California
This position is contingent upon contract award.
This position is responsible for:

  • Providing supervision of team of 20+ staff, including Naval Architect, ship crew, and program admin team.
  • Serving as point-of-contact among government officials, VETS leadership, and the team.
  • Educating potential Navy and other users of the M/V Independence of what is possible and promoting its usage, including helping them connect with applicable Navy leads.

Duties:

  • Directs the overall operations, maintenance, repair, administration and logistics of M/V Independence and associated contract-specified systems for the Naval Facilities Command Engineering and Expeditionary Warfare Center.
  • Provides oversight and management coordination of the technical operations of the M/V Independence, including office administration, execution of technical requirements, interfacing with the Government customer, and business development.
  • Reviews task order requests and prepares technical and cost proposals for the customer operations.
  • Manages the execution of tasks within proposed budgets and schedules.
  • Oversees vendor and subcontractors ensuring quality control and adherence to work schedules.Perform duties of Master/Chief Mate in the event of temporary vacancy due to either emergency and/or resignation, while leading the effort to backfill the position if needed.
  • Tracks and manages utilization of asset management software.
  • Plans and submits complex shipyard overhaul maintenance packages in accordance with as built specifications of the craft. (American Bureau of Shipping, Naval Ships Technical Manuals, Code of Federal Regulations).
  • Develops and implement multi-year maintenance plans to maximize asset life cycle.
  • Develops strategic relationships with business partners, vendors and subcontractors.
  • Ensures customer satisfaction, safety, quality, and other regulatory and contractual requirements.
  • Verifies team member performance goals are met and validates that all required certification and training are maintained, including developing and maintaining crew member training plans for each position held under supervision.
  • Analyzes program risks and performance for management and stakeholders.

Required Experience:

Must be intimately familiar with both the international and U.S. inland, rules of the road.

Must have experience with deck cargo load-out and securing procedures.

Must have proven ability to interact with scientific and other technical personnel who may not be conversant with daily shipboard operations and limitations.

Education/Certifications:

Maritime Academy graduate OR 5 years Master/Chief Mate experience.
Alternatively: Masters degree in related field OR Bachelors degree and 4 years of experience.   

USCG Master credential (>500 GRT) – License must have GMDSS, STCW, and ARPA radar endorsements.

Additionally Preferred Training:

"Life Boatman" endorsement

Firefighting, CPR, Basic Life Support training

Security Clearance:

Eligibility to obtain and maintain a Top Secret / SCI security clearance.
