Zantech is looking for a talented Business and Contracting Officer Representative (COR) Support to contribute to the success of our upcoming Operations and Administrative Support Services project for a Hybrid role based out of Mobile, AL.

The Business and Contracting Officer Representative (COR) Support Specialist provides full-time on-site acquisition and contract administration support to the COR and Alternate COR (ACOR) at the OPC PRO in Mobile, AL. This position assists with the full lifecycle of contract administration tasks including cost/price analysis, proposal development, invoice processing, market research, and development of acquisition documents, with direct financial insight into program data. A Secret-level security clearance is required due to the sensitive business and financial information accessed in this role.

Responsibilities include, but will not be limited to:

  • Assist the COR and ACOR with conducting cost and/or price analysis; receive responses and assist with cost/price analysis and development of pre/post negotiation memoranda as required.
  • Support the COR Team with contract administration duties including preparing contractor discrepancy reports, drafting entries for the Contractor Performance Assessment Reporting System (CPARS), requests for equitable adjustments, cure letters, and default packages.
  • Assist COR and ACOR with development of Independent Government Cost Estimates (IGCEs), Requests for Proposal (RFPs), Technical Assessment Reviews (TARs), Market Research, and Engineering Change Proposal (ECP) processes and procedures.
  • Assist the COR and ACOR in reviewing Common Access Card (CAC) applications and reviewing assigned CACs every six months.
  • Assist the COR/ACOR with processing invoices for payment on assigned Task Orders; assist with administrative closeout of Task Orders ensuring satisfactory completion and inclusion of final reports and evaluations.
  • Assist the COR/ACOR with developing milestones, reports, and trackers for all COR-type actionable items such as ECPs, TARs, RFPs, and IGCEs.
  • Create standardized reports and presentation graphs tracking the status of COR/ACOR actionable items and process metrics, including: Market Research Reports; Requests for Proposal/Quote; Price/Cost Analysis; and Best Value Trade-Off Reports.
  • Prepare other acquisition plan and execution documents as required.
  • Apply comprehensive knowledge of FAR, HSAM, and DHS acquisition policy to support Government acquisition activities.
  • Apply knowledge of economic, statistical, accounting, and financial analysis principles to analyze historical cost and schedule data, assess EVMS compliance, and project cost and schedule performance trends.
  • Moderate walking and movement through an active shipyard and OPCs under construction is required.

Required Experience or Knowledge of the following technologies/functions:

  • Minimum four (4) years of experience supporting a COR in a shipbuilding environment.
  • Comprehensive knowledge of shipbuilding processes, techniques, and procedures.
  • Comprehensive knowledge of Federal Acquisition Regulations (FAR).
  • Knowledge and skill in applying analytical and evaluative methods to organize, plan, conduct, evaluate, and administer contract requirements; ability to produce COR reports, briefs, and presentations.
  • Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles including random sampling, learning curves, and computerized cost models.
  • Familiarity with DCMA and DCAA standards, guidelines, and best practices.
  • Comprehensive knowledge of auditing organizations (DCMA, DCAA) and the overall acquisition process; knowledge of contract administration service organizations.
  • Proficiency in Microsoft Office suite including Word, PowerPoint, Access, and Excel.
  • Must be able to obtain and maintain a Secret-level security clearance (position has financial insight to data).
  • Physical ability to perform moderate walking and movement through an active shipyard and OPCs under construction

Required Education/Certifications:

  • Bachelor of Science degree in a business/technical field with a minimum of 24 business credits.
    • Substitution: minimum four (4) additional years of relevant experience in addition to the required minimum.

Required Security Clearance:

  • US Citizenship and the ability to obtain and maintain an active Secret or higher clearance, per contract requirements.
