Job Title: GIS Specialist - Expert (Enterprise Database & Linear Referencing)
Location: Raleigh, NC (1020 Birch Ridge Dr, Raleigh, NC 27614)

Work Mode: Webcam Interview (Remote/Hybrid as applicable)
Position Overview
The NCDIT-Transportation GIS Team is seeking a highly experienced GIS Specialist - Expert to support the long-term maintenance, enhancement, and enterprise integration of the client Hydrography Layer, a mission-critical GIS dataset developed by the Environmental Analysis Unit.
This role will focus on ensuring the accuracy, stability, and scalability of the dataset as it transitions into the Enterprise GIS environment and eventual ownership by the NC Department of Environmental Quality (NCDEQ).
Key Responsibilities
  • Manage and maintain geometry, event, and attribute data within the Hydrography Layer
  • Perform data QA/QC processes to ensure data integrity and consistency
  • Develop, execute, and maintain ETL (Extract, Transform, Load) processes
  • Write and execute complex SQL Server queries for data analysis and reporting
  • Support linear referencing systems (LRS) and related GIS workflows
  • Provide progress reporting and documentation for stakeholders
  • Collaborate with cross-functional teams to ensure smooth enterprise GIS integration
  • Ensure high availability and reliability of GIS datasets within the enterprise environment
Required Qualifications
  • 7+ years of experience in GIS, enterprise databases, or related field
  • Strong expertise in:
    • Data QA/QC processes
    • ETL process development and maintenance
    • SQL Server database querying
    • Linear Referencing Systems (LRS)
    • Progress reporting and documentation
  • Hands-on experience with ESRI Roads and Highways
  • Proven experience working with enterprise-level GIS datasets
  • Strong analytical, problem-solving, and data management skills
Preferred Qualifications
  • Experience with large-scale transportation or hydrography datasets
  • Familiarity with enterprise GIS architecture and integrations
  • Experience supporting data migration and system transition projects
  • Knowledge of environmental or transportation domain datasets
