Position Overview:

BLN24 is seeking an Instructional Designer to lead strategic learning and adoption initiatives for our clients. This role is ideal for someone who can interpret stakeholder and user feedback, connect the dots between business needs and behavioral insights, and proactively identify and create user-centered learning and change resources that drive successful outcomes.

Key Responsibilities:

Instructional Design

  • Lead the design and delivery of blended learning solutions, including eLearning, virtual instructor-led training (vILT), microlearning, and job aids aligned to business transformation initiatives.
  • Apply adult learning principles and instructional design models (e.g., ADDIE, SAM) to create training solutions tailored to various audiences.
  • Write clear, concise, and engaging instructional materials that simplify complex information for various learning levels and user types
  • Collaborate with subject matter experts (SMEs), business analysts, and stakeholders to develop and refine training materials, narration, facilitator guides, and assessments.

Analysis & Resource Identification

  • Analyze feedback, assessments, interview notes, surveys, training evaluations, and other data gather to uncover knowledge gaps and learning needs.
  • Use findings to determine what tools and resources (e.g., quick-start guides, how-to videos, knowledge articles) are needed to support change and learning.
  • Develop a comprehensive resource development plan
  • Support continuous improvement of learning and communications through iterative testing and feedback loops.

Strategic Writing & Communications

  • Draft, edit, and refine high-impact written deliverables including FAQs, internal memos, training documentation, toolkits, executive communications, and campaign materials.
  • Translate technical or complex content into plain language, ensuring accessibility and clarity across channels.
  • Support brand voice, tone, and style consistency across all written products and user-facing assets.
  • Maintain writing best practices for training, communications, and knowledge-sharing platforms.

Change Management

  • Support the development and execution of change strategies aligned with project goals and stakeholder needs.
  • Lead stakeholder analyses, change impact assessments, readiness evaluations, and resistance mitigation planning.
  • Create change roadmaps, executive briefings, and messaging plans that align with business transformation goals.
  • Develop targeted communication materials that explain the "why," "what," and "how" of change in a compelling, audience-tailored voice.
  • Track and report on training completion, adoption metrics, and feedback to continuously improve change efforts.

Required Qualifications:

  • Bachelor's or Master's degree with experience in Instructional Design, Organizational Development, Communications, Technical Writing, or related field.
  • 4 years of experience in instructional design, adult learning, and/or change management, including enterprise-level initiatives.
  • Prior FEMA experience required, including direct support on FEMA programs, projects, or training initiatives.
  • Exceptional writing, editing, and storytelling skills
  • Strong knowledge of adult learning theory, instructional methods, and change management frameworks.
  • Strong project management and stakeholder engagement abilities.
  • Excellent communication, stakeholder engagement, and project coordination skills.
  • Proficiency in authoring tools (e.g., Articulate Storyline/Rise, Adobe Captivate), writing tools (e.g., Microsoft Word, Grammarly, Hemingway), and visual platforms (e.g., Canva, Vyond).
  • US. Citizenship Required
