Job description

The Opportunity

At i360technologies, we are seeking an Oracle EBS Projects Functional Lead / Business Analyst (Key Personnel) to lead functional delivery of Oracle Projects and Oracle G-Invoicing within the U.S. Department of Education's Financial Management Support System (FMSS), which runs Oracle E-Business Suite Federal Financials Release 12.2.12 in AWS GovCloud (FedRAMP).

This remote role leads requirements, business-process mapping, design, configuration support, integration, testing, training, deployment, and hypercare. The selected candidate will facilitate stakeholder workshops, produce functional documentation, and coordinate with the program office and FMSS contractors. As named key personnel, the candidate is expected to remain throughout the engagement.

What You Will Do
  • Lead stakeholder workshops; document functional and technical requirements; map business processes to Oracle capabilities; and maintain the Requirements Traceability Matrix and Business Process Documentation.
  • Define Oracle Projects functional requirements for project cost collection, labor and non-labor cost accounting, reimbursable agreement tracking, and project billing.
  • Support Oracle Projects configuration for project structures, task hierarchies, cost distribution rules, billing, and revenue recognition.
  • Coordinate General Ledger, Payables, Receivables, and related FMSS integrations for project billing; produce Configuration Documentation and Functional Design Documents.
  • Support G-Invoicing design for interagency agreements, order and performance transactions, IPAC settlement, and Treasury interfaces; contribute to interface and integration documentation.
  • Support unit, integration, UAT, and Treasury-interface testing; training and knowledge transfer; transition of open GT&Cs and Orders; decision documentation; and issue escalation.
Required Qualifications
  • S. citizenship is required for all personnel assigned to this contract.
  • Bachelor's degree in information systems, business, accounting, or a related field.
  • Minimum two (2) years of experience with Oracle E-Business Suite Federal Financials.
  • Minimum two (2) years of experience implementing Oracle Projects.
  • Experience in requirements analysis, business-process mapping, and technical and functional documentation.
Preferred Experience
  • Oracle certification preferred, but not required.
  • Experience supporting federal financial management programs.
  • Familiarity with Treasury G-Invoicing and intragovernmental buy/sell transactions.

  • Requirements and design decisions are complete, traceable, approved, and configuration-ready.
  • Oracle Projects and G-Invoicing are configured, integrated, and tested successfully.
  • Training, go-live transition, and coordination support a stable deployment and effective knowledge transfer.
