DATCP currently has an opening for a Internal Operations Manager (Storange Tank Regualtion Chief) position within the Division of Trade and Consumer Protection, Bureau of Weights and Measures.
This position is located at the Prairie Oaks State Office Building situated on Madison's southeast side and a beautifully wooded and scenic hilltop venue. Our employees enjoy low-cost parking at the facility and are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.
Remote Work Option: This position may have the ability to work remotely up to 6 days per 2-week pay period! An approved remote work agreement is required before an employee may work remotely. Approval of the employee's remote work agreement and work schedule will vary based on the operational needs of the Division. All DATCP employees who work remotely are required to live in Wisconsin.

Position Summary
Under the general direction of the Director of the Bureau of Weights and Measures, this position will plan, develop and administer highly complex and technical programs providing inspection, investigation, enforcement, and licensing in the regulation of weights and measures, and flammable, combustible, and hazardous liquid storage systems.
The internal operations manager provides leadership and general supervision to the bureau's compliance and enforcement and licensing, permitting, and credentialing units. These unit programs are charged with the mission of protecting economic fairness; public health, safety, and environmental protection through the regulation of weights and measures; fuel quality; and flammable, combustible, and hazardous liquid storage systems.
This position manages flammable, combustible, and hazardous liquid storage systems including plan review, material approval, underground storage tank permitting, and petroleum service technician credentialing. The internal operations manager also oversees the Wisconsin storage tank database. This position also is the primary contact for the bureau's Environmental Protection (EPA) storage tank grant.
The internal operations manager also oversees weights and measures device licensing, and weights and measures service technician credentialing.

Salary Information
The classification of this position is Storage Tank Regulation Chief, which is in schedule-range 81-02 with a starting pay of $47.00 - $53.41 per hour ($97,760 - $111,092.80 annually)
This position is not represented by a collective bargaining unit. A two-year (24 month) probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan at the time of hire.

At DATCP, we strive to deliver efficient and effective programs and services to Wisconsin agriculture, consumers, and businesses. The Department has numerous on-the-job training (OJT) opportunities and transferable skills, unique to each Bureau and position.
These OJT opportunities and transferable skills include direct experience and practice through collaboration with co-workers/supervisor, peer mentoring, and job-specific training modules. The ability to develop and maintain external relationships (i.e, Environmental Protection Agency, Association of State and Territorial Solid Waste Management Officials, and Wisconsin Fuel and Retail Association) is a core transferable skill for this position!
Conditions of Employment:
DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.
A criminal background check will be performed on the selected applicant prior to an offer of employment.
Possession of a valid driver's license or the ability to provide one's own transportation for work purposes, is required.
Periodic state-wide travel with occasional overnight stays may be required (5-10%).
Must obtain Storage Tank Inspector Certification within 12 months of hire (including 12 continuing education credits each 2-year credentialing period).
Qualifications
Minimally qualified candidates will have each of the following:
  • Experience supervising, directing, guiding, overseeing, or evaluating the work of professional staff (assigning/evaluating work, providing feedback, formal lead/project management duties, etc.).
  • Experience collaborating with both internal and external stakeholders, acting as point of contact, business liaison, or similar.
  • Experience analyzing, interpreting, and/or implementing federal and state laws, regulations and policies pertaining to regulation of petroleum/hazardous storage tanks and/or fuel quality.
  • Experience providing education and outreach to external stakeholders.
In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following:
  • Experience developing and evaluating policy alternatives and making recommendations to decision makers on significant policy actions.
  • Experience supervising other managers/supervisors, including conducting performance evaluations, resource management, prioritization, reviewing/assigning work, leading/motivating staff, etc.
  • Experience working with grant programs, such as, Federal Environmental Protection Program grants.
