Diamond Care Transportation of DC, LLC Washington DC / DMV | 1099 Contract | Part-Time, Performance-Based | Pure Commission (Tiered)
About the Role

Diamond Care is a growing ground-transportation operator with a multi-state presence (DC, MD, VA, SC) and an active fleet serving Medicaid managed care, broker networks, and private clients. We are looking for a senior Business Development professional to lead our contract growth strategy across the DMV identifying, pursuing, and winning opportunities in non-emergency medical transportation (NEMT), paratransit, shuttle services, contract drayage, and other ground-transportation verticals.
This is a hands-on, hunter-style role. You will not be handed a pipeline you will build one. This is a pure-commission position with significant upside: you earn a tiered percentage on the full value of every contract you bring in, paid across the life of the contract. The harder you hunt, the more you earn with no ceiling.
What You'll Do

  • Identify and pursue ground-transportation contracts across county, municipal, and state agencies in DC, Maryland, and Virginia (e.g., DDOT, MDOT, Montgomery County, Prince George's County, DC Office of the State Superintendent of Education).
  • Track, evaluate, and respond to RFPs, RFQs, IDIQs, and grant opportunities on SAM.gov, eMaryland Marketplace Advantage, Virginia eVA, and county procurement portals.
  • Build and maintain relationships with hospital discharge planners, Medicaid MCO contacts, broker network managers (MTM, ModivCare, Verida), school districts, senior living communities, and corporate clients across the DMV.
  • Develop the company's capability statement, past-performance documentation, and proposal templates suitable for federal, state, and county procurement.
  • Coordinate certifications and set-aside positioning (DBE, CBE, MBE, SDVOSB where applicable) and ensure the company is registered and active on the right platforms.
  • Brief the Principal weekly on pipeline status, win probability, and required actions; transfer knowledge so the in-house team can sustain the function over time.
Required Qualifications

  • Five (5)+ years of demonstrable business development experience that includes winning government contracts at the county, state, or federal level documented by contracts won, not just proposals submitted.
  • Direct, hands-on experience navigating the small-business contracting landscape: DBE / CBE / MBE / SDVOSB certifications, set-aside programs, capability statements, and past-performance documentation.
  • Working knowledge of grant landscapes (federal, state, county, foundation) and a track record of successful grant applications.
  • Fluency with procurement portals: SAM.gov, eVA (Virginia), eMaryland Marketplace Advantage, and the DC supplier portal.
  • An existing professional network in the DMV region across government procurement, healthcare, and/or transportation sectors.
  • Excellent written communication your proposals will be the company's first impression to procurement officers.
Preferred (Not Required)

  • Prior experience in ground transportation, NEMT, paratransit, school transportation, logistics, or fleet services.
  • Familiarity with Medicaid managed care organizations operating in DC, MD, and VA (Wellpoint, AmeriHealth Caritas, MedStar Family Choice, HSCSN, Sentara, Anthem HealthKeepers Plus).
  • Established relationships with broker network managers at MTM, ModivCare, or Verida.
Compensation Tiered Commission

This is a pure-commission role. You earn a tiered percentage of the total contract value you win, paid over the full term of the contract as the company is paid:
  • Contracts up to $100,000 10% of total contract value
  • $100,000 to $500,000 7% of total contract value
  • $500,000 and above 5% of total contract value
Commission is paid as the company receives contract revenue. Tiers and rates are a starting framework and may be refined for the right candidate.
