Job Summary:
The Program Manager manages assigned contracts and projects from planning through execution and delivery. The role provides structured program and contract management support, maintains client relationships, monitors performance and funding, coordinates personnel and subcontractor activities, and supports successful delivery of company programs and initiatives.
This position includes line management and supervisory duties for employees performing work under assigned contracts and for employees who report directly to the Program Manager.
Duties/Responsibilities:
  • Independently manage an assigned portfolio of contracts, including client relations, employees, independent contractors, subcontractors and teaming-partner staff, deliverables, and financial performance.
  • Ensure contracts have adequate funding and continuously monitor project performance.
  • Develop and submit required monthly contract reports using the established format.
  • Identify opportunities for growth within existing contracts in coordination with clients and staff.
  • Work with Recruiting to identify, select, and propose qualified candidates, and ensure position requirements are clearly understood.
  • Coordinate with Human Resources and the Facility Security Officer regarding onboarding of new staff.
  • Perform line-management duties for direct-report employees.
  • Complete annual performance appraisals for assigned staff and conduct regular employee engagement sessions.
  • Review and approve weekly timesheets for accuracy and work with employees to correct errors.
  • Review and approve expense reports, including travel and professional development, for accuracy and compliance with company and federal travel regulation requirements.
  • Review and approve invoices from independent contractors and subcontractors for accuracy and completeness, and resolve identified issues.
  • Work with finance and accounting to resolve contract and project issues.
  • Work with contracts to ensure subcontracts are accurate and complete.
  • Provide proposal support to business development as requested.
  • Review contractor performance assessment reports and provide feedback when warranted.
  • Flexible location; preference for proximity to a DOE or NNSA site, including New Mexico, Oak Ridge, Tennessee, or Idaho Falls, Idaho.
  • Monday through Friday during standard business hours, with weekends and holidays as required.
  • Ability to work efficiently and effectively from a home office.
  • Ability to travel periodically to client sites.

Requirements and Education:
  • Bachelor's degree in a technical discipline, project management, or an equivalent field.
  • Minimum 5 years of program or project management experience managing DOE, NNSA, or DoD contracts.
  • Experience using Excel, Word, Outlook, Deltek Costpoint, and scheduling software.
  • Project Management Professional certification preferred.
  • Active DOE Q clearance or ability to obtain one.
  • Demonstrated ability to lead and serve on teams.
  • Effective and accurate verbal and written communication skills.
  • Technical writing ability in support of reports and proposals.
  • Familiarity with project management tools, methodologies, and best practices.
  • Experience managing projects and contracts through the full life cycle, from award to closure.
  • Excellent analytical and problem-solving skills.
  • Strong interpersonal and team-building skills.
  • Self-starter with the ability to take initiative with limited direction.
  • Ability to work additional hours as required to complete deliverables accurately and on time.
