Summary
Prosthetic Clerk is located in the Department of Veterans Health Administration (VHA), Ralph H. Johnson (RHJ) VA Medical Center, Prosthetics and Sensory Aids Service, Charleston, SC, in multiple Community-Based Outpatient Clinics (CBOCs).

Duties

  • The incumbent provides support services for the Office of the Prosthetics and Sensory Aids Service (PSAS) and is responsible for directing patients and telephone calls to the appropriate individuals within PSAS or other services of the Medical Center.
  • Incumbent has a high degree of visibility throughout the medical center and the general public as a result of direct patient care contact with the veteran population, many of whom are severely disabled.
  • A display of positive image on behalf of the VA is a critical requirement. Incumbent issues stock items and posts the items to patients' medical records.
  • Incumbent is responsible for sorting, compiling, typing, and distributing requisitions, orders, and miscellaneous procurement documents. Incumbent may be required to process micro-threshold purchase orders in the PSAS software package.
  • Incumbent will possess knowledge of procurement policy and procedures along with knowledge of medical terminology.
  • Incumbent issues prosthetic devices and supplies as prescribed by clinicians to Veterans and their family members per VHA Handbook 1173.1.
  • Incumbent also conducts daily shipments of PSAS items to Veterans homes as instructed on clinical consults.
  • Incumbent records all devices issued to Veterans on their VISTA prosthetic appliance record to include eligibility and disability codes. The incumbent is responsible for receiving and educating Veterans on specialty programs such as the Annual Clothing Allowance entitlement, the Home Improvement Structural Alteration, and the Automobile Adaptive Equipment programs.
  • The incumbent provides information, explains the application of regulations, or resolves problems relating to the assignment.
  • The incumbent also serves as a backup to our Prosthetic Health Technician in supporting our orthopedic shoe program.
  • This requires scanning, measuring, and fitting Veterans with off-the-shelf shoes and inserts and documenting on the Veterans' appliance record for items issued.
  • The incumbent is responsible for maintaining PU for all digital and written documents, with critical judgment of documents distributed throughout the PSAS service.
  • This includes receiving and interpreting documents with confidential information that could jeopardize a Veteran's expectation of privacy. The incumbent is responsible as the primary timekeeper for entering time on a daily basis into VATAS.
  • The incumbent is responsible for identifying timekeeping discrepancies and correcting them in a timely manner.
  • The incumbent is responsible for validating all service level timecards for supervisory certification.
  • Performs inventory management-related duties including elements of item management, material coordination, and inventory control ordered by Prosthetics and Logistics.
  • The incumbent shares responsibility for the accurate and timely replenishment of all assigned line items and determining realistic par levels for the PSAS service.
  • Recognizes the necessity for high priority action when stock levels are too low or when unsatisfactory quality exists.
  • The incumbent performs constant, comprehensive surveillance of inventory line items managed to ensure medical products are available at the medical center and CBOC's for use when needed by the Veteran.
  • The incumbent consistently collaborated with Logistics staff in accordance with VHA Directive 1761.2 in maintaining the general inventory package for financial and logistical accountability.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
For a GS-06 position, you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
  • Specialized Experience: One year of specialized experience, equivalent to at least the GS-05 grade level in the Federal service, that equipped me with the knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of this position and that is typically in or related to the position being filled. Specialized experience includes: 1. Inventory all medical equipment in the Storage areas. 2. Handles conflict and problems in dealing with the customer constructively and appropriately 3. Pick up, deliver, repair, inventory and return prosthetics medical equipment, (i.e. manual wheelchairs, walkers and accessories)

There is no educational substitution for the GS-06 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements: Work can be sedentary in nature at times but does require moving and lifting equipment up to 60 lbs and being able to walk through the hospital for extended periods as required for deliveries. The work area is adequately lighted, heated, and ventilated. The applicant conducts minimally a quarterly inventory of medical equipment stock in compliance with procedures and regulatory requirements.

There is no educational substitution for the GS-06 level.
