Job description

Graham Technologies is seeking an experienced Senior Monitoring & Evaluation Specialist to support global public health monitoring and evaluation initiatives for a federal client. This role will lead evaluation activities focused on public health outbreak prevention, detection, and response, workforce development, and systems strengthening.

The ideal candidate brings experience in public health program monitoring and evaluation, global health security, data analysis and visualization, and federal program support. The successful candidate will collaborate with government stakeholders, country offices, implementing partners, and technical teams to design and execute evaluations and communicate results.

Location: Atlanta, GA / Remote or Telework as Authorized
Travel: Domestic and international travel may be required

Key Responsibilities
  • Lead evaluations of public health outbreak prevention, detection, response, workforce development, and systems-strengthening programs.
  • Refine evaluation frameworks, methodologies, tools, protocols, and data collection instruments.
  • Develop evaluation questions, indicators, methodologies, and analytic approaches.
  • Coordinate evaluation activities with government stakeholders, country offices, implementing partners, and project personnel.
  • Conduct and support quantitative and qualitative data collection and analysis.
  • Assess program implementation, effectiveness, efficiency, outcomes, challenges, and impact.
  • Analyze and synthesize complex evaluation data and findings.
  • Develop evidence-based conclusions and actionable recommendations.
  • Prepare, disseminate, and maintain oral and written reports on evaluation findings.
  • Develop technical reports, briefings, presentations, tables, graphs, and other evaluation products.
  • Communicate evaluation findings effectively to technical and non-technical audiences.
  • Provide evaluation technical assistance to country offices and implementing partners.
  • Collaborate with monitoring specialists to incorporate program monitoring data into evaluation activities.
  • Identify methodological challenges, data limitations, and evaluation risks and recommend appropriate mitigation strategies.
  • Ensure evaluation products are accurate, complete, timely, and technically sound.
  • Contribute technical content to project reports and other client deliverables.
  • Participate in project planning, stakeholder discussions, technical briefings, site visits, and other program activities.
  • Support domestic and international travel for evaluation and technical assistance activities as required.
Required SkillsExperience
  • Minimum of 4 years of experience in public health program monitoring, evaluation, or implementation research.

  • At least 2 years of professional experience in global health security.

  • At least 1 year of experience performing similar work at the federal level.

  • Demonstrated experience supporting public health monitoring and evaluation activities.

  • Experience collecting, analyzing, interpreting, and reporting program performance data.

  • Experience developing technical reports, presentations, and data visualization products.

  • Strong project coordination and stakeholder-management capabilities.
