Job description

Eagle Health Analytics (EHA) is seeking a Senior Technical Writer who will lead RFP (Request for Proposal), RFI/SSN (Request for Information/Sources Sought Notice), TOPR (Task Order Proposal Request) and related proposal content development in response to federal opportunities in public health, science, medical, and health-IT. 

Key Competencies

  • RFP, RFI, and Task Order Responses: Developing compliant, winning proposals against tight deadlines.
  • FAR Compliance: Translating technical language into persuasive narratives while adhering to strict Federal Acquisition Regulation (FAR) guidelines.
  • Technical Translation: Collaborating with subject matter experts (SMEs), Program Managers, and relevant stakeholders to articulate technical methodologies.
  • Persuasive Proposal Writing Techniques: Structuring detailed examples within response narratives, developing call-out boxes, capability matrices, past performance templates, clear graphics and workflow illustrations which complement narrative summaries, as well as focus/highlight figures, and other persuasive visual and formatting techniques.
  • Compliance Matrix Mastery: Deconstructing Section L (Instructions, Conditions, and Notices) and Section M (Evaluation Factors) of federal solicitations to ensure the proposal addresses every client requirement. 

Required Skills

  • Demonstrated experience writing winning government proposals.
  • Real-time awareness of industry-standard proposal development trends, successes, and changing government review requirements.
  • Experience writing all sections of government proposals, including executive summaries, technical approaches, management approaches, staffing plans, quality plans, and past performance volumes.
  • Familiarity with proposal development practices, color team reviews, oral presentations, capture support, and recompetes.
  • Exceptional writing, editing, organization, deadline management, comment adjudication, quality-control, and collaboration skills.
  • Proficiency with Microsoft Word, PowerPoint, Excel, SharePoint/Teams, Adobe Acrobat, and document collaboration/version-control workflows.
  • Ability to handle sensitive or proposal-confidential information appropriately and work effectively in a remote, fast-moving proposal environment.

Experience Qualifications

  • Experience supporting government agency, public-sector, or government contractor/subcontractor proposal efforts.
  • Experience developing proposals for federal healthcare opportunities in DoD, DHA, HHS, CDC, VA, or similar agencies in human performance, readiness, clinical research, public health, or health IT environments is highly desirable.
