Job description


This position assists the BAE Systems Land & Armaments L.P. Combat Missions Systems (CMS) Global Trade department in preparing export license applications and agreements, monitors the export and import of technical data, hardware, and services, and all other related activities to achieve business objectives while maintaining strict compliance with applicable U.S. government laws and regulations
Primary Duties:
  • Prepares, submits, and manages import/export authorizations (i.e. Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA), ATF permits, Department of State/Commerce Licenses, etc.) required to achieve business objectives utilizing the OCR/EASE Export Management System. This will include collaborating with internal customers (i.e. program personnel, business development, engineering) to gather detailed information to support the authorization. Meeting program objectives and schedules by processing applications in a timely manner and managing the authorization over it's lifespan is critical.
  • If approved by BAE Systems, will function as a designated "Empowered Official" per the International Traffic in Arms Regulations (ITAR), to provide required certifications to the U.S. State Department Directorate of Defense Trade Controls (DDTC).
  • Comprehends and applies U.S. Import/Export Regulations (International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), BATFE regulations), and company import/export policies and procedures. Assists company personnel on import/export-related questions. Maintains and increases knowledge by attending relevant seminars and training, and through self-study.
  • Helps internal customers across all functions with the review/approval of international travel requests, international visit requests, international purchase orders, document reviews, and international shipments.
  • Provides import/export training to new staff, current staff and special programs.
  • Reports potential export/import violations to the Empowered Official Manager or Director, CMS Global Trade. Supports the investigation of potential violations and assists in the preparation of voluntary disclosures to the U.S. Government.
  • Supports the ATF Compliance Program as needed and oversees the ATF inventory of the Sterling Heights, MI site; conducting periodic on-site inventory assessments to ensure accuracy of the Acquisition & Disposition (A&D) records.
  • Assists, prepares for, and participates in company, internal, external and government audits.
  • Coordinates with internal customers to vet pending imports and notifies the Import Team to ensure timely and compliant import transactions.
  • Maintains a safe work environment and ensures compliance with safety objectives and company policies.
  • Shares accountability of self-development with immediate supervisor.
  • Performs other duties and responsibilities as required.

Required Skills and Education
  • Bachelor's degree in a relevant discipline and 6 years of experience or an equivalent combination of education and experience.
  • Experience writing Technical Assistance Agreements (TAA)
  • Excellent computer skills including all Microsoft office applications.
  • Strong planning, time management, and organizational skills with demonstrated experience managing multiple deadlines supporting regulatory requirements and business objectives.
  • Sound oral and written communication experience, strong relationship-building skills, analytical thinking and ability.
  • Aptitude to work as part of a team.
  • Knowledge of how to work independently and to operate effectively without direct supervision.
  • Takes ownership and accountability for decisions.
  • Attention to detail is a must.
  • Experience interpreting and applying the ITAR, EAR, BATFE and other laws and regulations governing international trade.
