Job Description

Join the fight against climate change and take advantage of a unique opportunity on the cutting edge of climate policy at the New York City Department of Buildings. DOB has an essential role in implementing and enforcing New York City's ground-breaking climate policies, including Local Law 97, which significantly reduces greenhouse gas emissions from the city's largest buildings. In a city where buildings contribute nearly three-quarters of our greenhouse gas emissions, a focus on efficiency, building energy usage, and decarbonization is critical. DOB is committed to becoming the nation's premier municipal building organization, enhancing the quality of life for all New Yorkers, and making our city a safer and healthier place to live. Become a member of DOB's Bureau of Sustainability team and make a real difference.
Under the direction of the Director, Sustainability Outreach & Assistance, with wide latitude for the exercise of independent judgment and initiative, the Deputy Director will support the Bureau of Sustainability's efforts to conduct outreach and assistance, respond to requests for information, craft effective education and compliance campaigns, and collaborate with internal and external stakeholders to support implementation of and compliance with sustainability laws.
Duties include but are not limited to:
- Developing timely and accurate communications and public information campaigns concerning DOB sustainability policies, laws, programs, projects, events, and initiatives.
- Liaising between the Department of Buildings, City agencies, community organizations, building owners, service providers, and other stakeholders to support implementation of and compliance with sustainability laws.
- Assisting with developing and executing strategic plans for increasing compliance with sustainability laws, including directing and assisting staff in execution and tracking metrics, while continuously improving and maintaining accurate information gathering.
- Working with staff to effectively communicate with stakeholders, including through the creation of reference/user guides, fact sheets, bulletins, service notices, cohort-specific information packages, newsletters, social media content, and internal/external webinars and presentations.
- Assisting with writing required reports, website updates, and other written deliverables.
- Working with staff to do research, issue interpretations, and track inquiries submitted by the industry and building owners.
- Promoting Bureau accomplishments and events (including Earth Week and Climate Week) and assisting with tracking and cataloging media items.
- Researching and developing policy related to the financing and funding of energy efficiency and building decarbonization projects and liaising with stakeholders on financing and funding opportunities for building owners.
- Supporting advisory boards, working groups, and task forces.
- Supporting NYC Accelerator operations to inform, guide, and supplement DOB outreach efforts.
- Supervising, training, and evaluating assigned staff.
- Assisting with other tasks and special projects, as needed.
Additional Information:
Only candidates with at least six years of satisfactory, full-time experience creating communication campaigns, developing and implementing policy, including policy related to financing, funding, and sustainability, and participating in significant stakeholder engagement with a track record of achieving results will be considered.
REMOTE WORK:
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
