Senior Acquisition & Contract Management Expert (Part-Time)

Location: Remote / Supporting FAA Acquisition and Contracting (Washington, D.C. Area)

Employment Type: Part-Time

CEXEC is seeking a Senior Acquisition and Contract Management Expert to provide high level acquisition and contracts support to FAA Senior Contracting Officials. This is a pivotal role designed for an industry veteran who thrives in the complexities of the FAA's National Airspace System (NAS) and possesses the institutional knowledge required to navigate large program contract administration.

Your Impact

As a strategic advisor, you will facilitate critical acquisition workflows and serve as a bridge between technical requirements and contractual execution. Your expertise will help FAA Management ensure that various programs remain compliant, transparent, and efficiently managed.

Key Responsibilities:

  • Contract Administration: Manage the full lifecycle of contract documentation, including drafting timely CO responses, maintaining conformed contract files, and formatting CDRLs and DIDs.
  • Strategic Advisory: Provide expert guidance on the FAA Acquisition Management System (AMS) and support COs during complex proposal evaluations.
  • Financial Oversight: Develop sophisticated Excel models (utilizing Pivot Tables and advanced tools) to track contract values, funding, and appropriations.
  • Performance Monitoring: Review invoices and Earned Value Management System (EVMS) reports to proactively alert the CO of impending cost or schedule variances.
  • Meeting Facilitation: Lead and support high-level meetings, ensuring disciplined communication and actionable outcomes.
  • Manage Action Items: Prioritize and follow-up on various actions required of the team.
  • Systems Management: Utilize PRISM/Delphi, eDOCS, and SharePoint (and Google Docs) to maintain meticulously organized and accessible documentation.
  • Agreement Review: Evaluate diverse agreements, including teaming, reimbursable, and non-disclosure agreements (NDAs).

Qualifications

We are looking for a candidate with a unique blend of FAA and Industry background.

  • Education: Bachelor's Degree required; Advanced education preferred.
  • Experience: 15+ years of institutional knowledge within the FAA's Acquisition and Contracting environment.
    • Proven track record managing complex proposal preparations.
    • Deep understanding of Industry operations and their intersection with FAA programs.
  • Technical Skills: Mastery of MS Office Suite, with expert-level Excel skills (Pivot Tables, data modeling).
    • Experience tracking delivery orders and un-definitized contract actions (UCAs).
  • Communication: Disciplined communicator with superior meeting management and "soft skills" for high-level stakeholder engagement and follow up action planning.

The projected total compensation range (monetary and non-monetary) nationally for this position is $85,346.88 to $350,107.20 (annualized USD). The estimate displayed represents the typical compensation range for this position.
