About the Role and Team
APC's Estimator reports to the Lead Estimator to develop proposal Basis of Estimates (BOEs) for multiple business lines, including Operations & Maintenance and Facility Maintenance. This position excludes construction estimating. As an Estimator of O&M facilities, you will become a member of a multi-disciplinary team to ensure the submission of accurate and cost-effective proposals that offer the best value to the U.S. Government. Estimator responsibilities will include developing staffing, equipment, and vehicle effective solutions.
Your Impact
As an experienced Estimator, you will be able to share new ideas and collaborate with subsidiary Presidents, operational leaders, and proposal teams. You will also have the opportunity to align multiple teams, prepare compelling BOEs, and translate data analysis into prescriptive, actionable recommendations to win new business.
Responsibilities Summary:
  • Knowledge and experience in estimating staffing requirements for Operations & Maintenance (O&M), Utilities Systems O&M, Storage & Warehousing, Supply Operations, Standing Operations, Environmental, Refuse Services, Grounds Maintenance, and Custodial Services.
  • Develop or derive man hours required to support activities such as supply logistics, facility maintenance, custodial, grounds, service support operations, project support staffing, and other related services.
  • Prepare conceptual to definitive other direct cost (ODC) requirements to support the estimated staffing or service for large Facilities Services/Base Operations Support Services contracts.
  • Analyze and interpret raw workload data regarding historic hours, service order type and quantity, staffing and trade skill mix, material costs, equipment costs, vehicle costs, and other direct costs.
  • Proficiency working in RS Means or other generally accepted estimating tools.
  • Provide calculated productivity factors for service type work.
  • Expert knowledge and use of Microsoft Excel. Proficiency in complex calculations and mathematical logic in Excel formulas and functions.
  • Coordinate pricing strategy with project management and ensure substantiation of productive rates and factors.
  • Support other Estimators and Cost Proposal Managers in preparing questions, responses, and RFP follow-up activities such as Evaluation Notices and Final Proposal Revisions.
  • Provide backup documentation to substantiate the estimate to the Cost Proposal Manager for proposal submittal.
  • Participate in pricing reviews with upper management and coordinate with senior staff to determine pricing structure. Participate in kickoff, solution, and status meetings.
  • Manage multiple complex proposals simultaneously.
  • Must be able to work independently and plan, conduct, and manage assigned tasks to meet schedules and deadlines.
  • Must have excellent organizational skills and written and oral communication skills.
  • Willing to work on days, evenings, nights, overtime, weekends, and holidays as required.
  • Other duties as assigned.

Payrate: $80,000 to $110,000 Annually
REQUIRED QUALIFICATIONS AND EXPERIENCE:
Required Qualifications:
  • Must be a U.S. Citizen.
  • Strong analytical skills and demonstrated ability to meet goals and deadlines accurately and on time in a fast-paced environment.
  • Excellent verbal and written communication skills.
  • Advanced skills with Microsoft Excel.
  • Proficiency with Microsoft Office applications and SharePoint.
  • Ability to maintain confidentiality and proprietary information.
  • Mature judgment and ability to work independently with little or no supervision.

Required Education and Experience:
  • Bachelor's Degree and at least 4 years of experience supporting U.S. government contracts in an estimating capacity. Five or more years of experience in the Federal proposal industry may be substituted for a Bachelor's Degree.
  • Knowledge of facility operations (HVAC systems, Electrical Systems, Boiler Systems).
  • Knowledge of maintenance requirements for facility equipment.
  • BOS operations experience desired.
  • Familiarity with financial and project management principles.
  • Up to 25% travel required.
