PUBLIC POLICY SPECIALIST
Are you looking to work on current and emerging policy issues? Do you want to apply your education and experience to help government agencies improve the way they develop and implement regulations, policies, and programs? Our Regulatory, Policy, and Economics Portfolio has over 30 years of experience supporting the design, implementation, and improvement of programs for a broad range of federal agencies and is seeking a public policy analyst to join them.
Join our multidisciplinary team of rulemaking specialists, policy analysts, economists, and attorneys. We combine legal, policy, economic, and scientific research and analysis to solve unique public policy challenges through innovative, accurate, timely, and high-quality products and services. Our dynamic environment involves working on multiple projects simultaneously, supporting a variety of federal clients, and providing a wide range of support services. Our clients' portfolios address numerous program areas, including the environment; homeland security and immigration; transportation; labor and workforce issues; public health and nutrition; natural resource management; energy and nuclear power; and other national priorities.
The position will be primarily located in our Reston, Virginia headquarters (i.e., in the DC Metro area) with flexibility for hybrid schedule.
Job Responsibilities:
  • Participate in short- and long-term engagements to support federal clients whose responsibilities are to develop policies and craft regulations that implement a desired policy, explain the rationale of the rulemaking to interested parties, and implement the regulatory requirements
  • Support federal agency efforts to transparently manage and analyze public comments received on proposed agency rules
  • Assist in drafting and editing documents related to federal agency rulemakings and developing style guides for new agency rulemakings
  • Immerse oneself rapidly in varied projects for multiple clients
  • Provide verbal and written progress updates to project staff
  • Synthesize information from rulemaking documents, literature, and other technical reports
  • Assist in developing recommendations through collecting and analyzing both qualitative and quantitative data
  • Draft reports and presentations
  • Interact with clients to discuss ICF's analysis

Basic Qualifications:
  • Master's Degree or JD
  • Or, Bachelor's degree plus minimum 2 years relevant experience in public policy, government, environmental science, natural or physical science, political science, or related subjects
  • U.S. Citizenship is required per federal contracts
  • Ability to obtain and maintain a moderate-level government security clearance

Preferred Qualifications:
  • Understanding of the federal rulemaking process
  • Strong analytical, problem-solving, organizational, time management, and decision-making skills are essential
  • Ability to prioritize and work on multiple projects under strict deadlines in a fast-paced environment
  • Excellent written and oral communications skills
  • Strong attention to detail and collaborative team-oriented approach
  • Proficiency in MS Office (Word, Excel, Outlook, PowerPoint) and in the use of one or more general AI assistants (e.g., MS Copilot, Gemini, Claude, ChatGPT)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$55,424.00 - $94,221.00
