The Technical Writers's primary responsibility is to write responses to Requests for Proposals (RFPs) from state government clients. Works closely with capture manager, proposal manager, sales executive, solution lead, delivery representatives, subject matter experts, and other proposal team members to tailor contractual provisions to tailor RFP responses to meet client requirements, company value proposition, and complete proposal according to established schedule. Incorporates and articulates win themes and works to ensure a compelling customer-focused story throughout the proposal. Responsible for developing and reviewing proposal drafts to ensure that they are responsive, accurate, concise and strategic.

You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities:

  • Review RFPs and related documents furnished by the procuring agency; analyze to understand and capture specific operational, administrative, and proposal requirements
  • Interview subject matter experts (SMEs) in business functions throughout the organization to determine Optum's business and operational approach to satisfy the requirements
  • Translate technical information into clear, readable narrative for both technical and non-technical readers, ensuring consistency, clarity, and quality
  • Contribute ideas regarding business solution based on own ideas, experience, and research
  • Write, develop and maintain baseline proposal content
  • Develop outline for proposal sections to address all elements of direct, derived, and implied requirements
  • Draft concise, complete, and clear proposal responses to the RFP requirements and/or questions in accordance with Optum proposal development standards, stylistic guidelines, and formatting conventions
  • Collect and/or develop proposal exhibits, attachments, appendices relevant to assigned sections
  • Work with proposal manager and production team to address proposal layout and production issues
  • Escalate conflicts and issues to proposal leadership as required
  • Complete work according to deadlines provided by proposal leadership
  • Participate in ongoing continuous improvement of the Optum government proposal development process
  • Conduct other business development duties as assigned

Required Qualifications:

  • 5 years of proposal writing experience, preferably for government clients (e.g. Medicaid agencies)
  • 5 years technical writing skills within the health IT industry
  • Proficiency in Microsoft applications, including Word, Excel, PowerPoint, as well as AI tools
  • Proven writing skills that demonstrate a natural command of language, grammar, organization and flow
  • Proven analytical/critical-thinking skills for understanding complex product offerings and value propositions and defining them in succinct, persuasive written responses
  • Proven ability to edit descriptive text in accordance with style guide
  • Proven ability to think, create and write 'outside the content knowledge base'
  • Proven ability to perform effectively under pressure, problem solve and be able to practice strong organizational skills when faced with multiple, time-sensitive priorities
  • Proven solid interpersonal, communications, and negotiating skills

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $91,700 - $163,700 annually based on full-time employment. We comply with all minimum wage laws as applicable.
