This Opportunity

WSP is seeking a Program Controls Specialist to join our Program Controls team. This individual will be remote but can also sit in our WSP location in Baltimore, Maryland. 

The Program Controls Specialist supports the administration, monitoring, and governance of complex transit agency programs and contracts valued at $100M and above. This role is responsible for contract compliance, document control management, financial oversight support, risk mitigation, change management coordination, and stakeholder reporting to ensure successful delivery of major capital infrastructure and transportation projects.

Your Impact
  • Administer and monitor large-scale transit agency contracts exceeding $100M in value.
  • Support project leadership with contract compliance, performance monitoring, and contractual deliverable tracking.
  • Manage document control processes, ensuring timely routing, review, approval, distribution, and retention of project documentation.
  • Maintain project records, correspondence, contract documents, submittals, change orders, and official project files in accordance with agency requirements.
  • Coordinate with project managers, engineering teams, consultants, contractors, and client representatives to facilitate document workflows.
  • Track contract modifications, amendments, task orders, claims, and potential change events.
  • Support contract closeout activities, including documentation reconciliation and records management.
  • Develop and maintain document control procedures, logs, dashboards, and reporting tools.
  • Monitor key contract milestones, deliverables, and compliance requirements.
  • Assist in the preparation of executive reports, status updates, and program performance metrics.
  • Facilitate audits, quality reviews, and regulatory compliance assessments.
  • Support risk management efforts by identifying documentation, contractual, and schedule-related risks.
  • Ensure adherence to transit agency standards, federal funding requirements, and project governance procedures.
Who You Are

Required Qualifications

  • Bachelor's degree in Business Administration, Construction Management, Engineering, Project Management, Finance, or a related field.
  • 7+ years of experience in program controls, project controls, contract administration, document control, or infrastructure project management.
  • Experience supporting large capital programs, transportation projects, or public-sector contracts.
  • Strong understanding of contract management principles and document control best practices.
  • Proficiency in Microsoft Office Suite, SharePoint, and electronic document management systems.
  • Strong organizational, analytical, and communication skills.
  • Ability to manage multiple priorities and deadlines in a complex project environment.
  • Experience supporting transit agencies, transportation authorities, or federally funded infrastructure programs.
  • Knowledge of FTA-funded projects and public-sector procurement requirements.
  • Experience with document management systems such as e-Builder, Primavera Unifier, Aconex, ProjectWise, SharePoint, or similar platforms.
  • Familiarity with schedule management, cost control, and project governance processes.
  • PMP or CAPM, or related professional certifications or ability to acquire within 1 year of hire.

Preferred Qualifications

  • Experience managing large-scale contracts valued at $100M or more.

  • Experience supporting transit agencies, transportation authorities, or major public infrastructure programs.

  • Demonstrated experience with document controls, records management, and project file governance.

  • Experience coordinating change management processes, including contract modifications, amendments, task orders, and change events.

  • Strong understanding of contract compliance requirements, deliverable tracking, and contractual obligations.

  • Experience identifying, tracking, and supporting mitigation of contractual, documentation, schedule, and program delivery risks.

  • Familiarity with project governance frameworks, procedures, approvals, and reporting requirements.

  • Ability to coordinate effectively with internal teams, consultants, contractors, client representatives, and agency stakeholders.

  • Experience preparing program reports, dashboards, performance metrics, and analytics for project leadership and stakeholders.

  • Experience supporting quality assurance activities, reviews, and compliance assessments.

  • Ability to identify process improvements that strengthen workflow efficiency, documentation accuracy, and program controls.

  • Experience preparing for audits, maintaining audit-ready records, and supporting regulatory or agency compliance reviews.

Compensation:

Expected Salary (all locations): $115,200 - $140,000
